SYRACUSE – Phillip Edward “Phil” Hartley, 83, Syracuse, passed away at 6:15 a.m. Oct. 8, 2016, at his home.
He was born Nov. 13, 1932, in Muncie, to Harry and Velma Morgan Hartley. He was married to Dixie Zaph, who preceded him in 1977. On Sept. 3, 1978, in Warsaw, he married Janet S. Nottingham Mesaros, who survives in Syracuse.
He graduated in 1950 from Muncie Central High School and attended Ball State in Muncie. He lived most of his life in the Muncie area and moved permanently to Syracuse after spending many summers and weekends at the lakes in Kosciusko County. 
He retired in 2002 as owner/operator of Hartley Insurance Agency, Muncie, where he represented 24 independent companies, after 30 years. He formerly owned a Pepperidge Farm distributorship and worked at Colonial Bakery, Muncie.
He was a member of the United Methodist Church, North Webster, and a former member of the Lions Club, Elks Lodge and Junior Achievement in Muncie. He formerly served as an adviser to the State Auto Insurance Company. 
He also is survived by a daughter, Nancy (Matt Rutkowski) Lephart, Williston, Fla.; two sons, Steven (and wife Cindy) Hartley, Syracuse, and Jack (and wife Debi) Hartley, Sarasota, Fla.; two stepsons, Jeff Mesaros, Syracuse, and Marc (and wife Shannah) Mesaros, Muncie; 17 grandchildren; and 22 great-grandchildren.
He was preceded by his parents; a son, Rusty Hartley; a grandson, Cory Hartley; a sister, Dorothy Woodring; and two brothers, Dick and Bill Hartley.
Private family graveside services will take place at McClintic Cemetery near Syracuse. A memorial service will be at 2 p.m. Wednesday at the United Methodist Church, 7822 E. Epworth Forest Road, North Webster, with Pastor Robert Dailey officiating. 
Owen Family Funeral Home, 1001 S. Huntington St., Syracuse, is in charge of arrangements.
