Syracuse Town Council Passes Several Ordinances

They included additional appropriation of funds, 2017 salaries and compensation, amending ordinance 2016-09 to refinance the waterworks refunding on the revenue bond of 2004, establishing a town budget and establishing a riverfront district.
Town Manager Henry DeJulia asked the council’s thought on a logo that had been created for the town. The town gave approval to use the logo in marketing.
DeJulia also noted that all paving and sidewalks had been completed.
Police Chief James Layne reported the new digital speed limit signs recently installed in town have lessened speeding. It also benefits in that the signs are able to keep track of how much traffic an area gets, which will help with future planning projects in those areas.
He also asked for approval to enter into the interlocal agreement from Kosciusko County for police departments, and approval was granted.
Public Works Superintendent Rob Merchant reported good news on the wastewater plant improvement program. By the means of thorough negotiation since the last council meeting, he had been able to ensure the first deadline was met. Merchant is now working on making certain the second deadline comes along just as easily.
Merchant’s final subject was about a 120-foot fiber-optics tower a company wants to place in town. The council was not altogether pleased with the choice of location for the installation, and suggested the company could look in a different location than was proposed.
Fire Chief Mickey Scott asked for a moment of silence for Joe Hughes, who passed this month. Hughes had been employed 54 years at the fire department.
Park Superintendent Chad Jonsson said that the Haunted Thrill was a success with an average of 73 people per night going through it.
The Syracuse Breakfast With Santa is 8 to 11 a.m. Dec. 3 at the community center, and this Saturday is the Holiday Magic Program from noon to 4 p.m.
The council gave approval for the following funds:
• $9,400 for a new mower
• $30,500 to Keystone Conveyor for a new sludge conveyor, since the one currently used needs to be beaten with a hammer in order to get it to work.
