Zoners OK Daycare Center, Pool Hall Requests

Warsaw Board of Zoning Appeals Monday night approved zoning requests for a daycare center and pool hall in Warsaw.

Petitioner Bobbie Crouch requested to have a daycare center in a residential zoning district at 600 and 610 Oldfather St.

Little Blessing Ministry Daycare II is a second location, and is part of the ministry of Church on the Rock located in the adjacent building at 618 Oldfather St.[[In-content Ad]]Crouch will purchase the property for the church and daycare ministry on land contract.

The day care will include an indoor play area with at least 35 square feet of indoor play space. The building's interior square footage provides for up to 37 children.

The outdoor play area will include an approximate 30-by-80-foot area to the south of the building and an approximate 15-by-35-foot area to the west of the building for a total of approximately 2,925 square feet of fenced outdoor play area.

The day care will have seven employees.

Approximately 15 hard-surface parking spaces for employee and customer parking are provided along the front and alley side of the property.

Hours of operation will be approximately from 6 a.m. to 6 p.m. Monday through Friday.

There is an existing freestanding identification sign for the church and daycare center at the corner of Oldfather Street and North Park Avenue.

Crouch requested a 1-by-6- foot identification wall sign above the entrance door facing Oldfather Street.

The board approved the day care contingent on the number of children not to exceed 37 based on the state of Indiana licensing requirements. A 1-by-6-foot identification wall sign must also be above the entrance door.

The board also approved a request from petitioner Aaron Metzger to permit an indoor recreation facility pool hall at 2112 E. Winona Ave.

The pool hall will be on the west end of Lakeview Shopping Center.

Warsaw Community Development Coordinator Gisele Cox said adjacent property owners were notified of the pool hall.

Carl Belling, 1909 N. Bay Drive, Warsaw, attended the meeting and expressed his concerns with potential excess noise coming from the pool hall and late hours.

Belling's home is southwest of the pool hall.

Metzger said the plans are to install eight pool tables and possibly have a jukebox where music will be contained in the building.

He originally proposed the pool hall be open until 2 a.m.

The board approved the pool hall with exceptions to include hours of operation to be from noon to 10 p.m. Sunday through Thursday and noon to 11 p.m. Fridays and Saturdays.

The board approved the request contingent on an inspection performed by the Warsaw Fire Department and Warsaw Building Commission prior to occupancy.

No alcohol will be allowed at the pool hall.

Zoning members are Tom Allen, Dan Hampton, Tom Heuer, Rick Keeven and Bruce Woodward.
