Zoners Look At Walgreens Proposal Tonight

The proposed Walgreens Drug Store project returns before the Warsaw Board of Zoning Appeals at a special meeting tonight at 6 p.m. in city hall.
The petitioner, Preferred Development Inc., Chicago, is requesting a use variance because retail development is not permitted in residential districts.
The company intends to build a 14,560-square-foot building with 72 parking spaces on the block bordered by Center Street, Argonne Road, Market and South Roosevelt streets.
The area has a mix of zonings: C-3, commercial to the north; R-2, residential to the south; R-2 and R-3 residential and office to the east and C-3 and R-2 commercial and residential to the west.
There are six single-family houses and an empty commercial building on the block. Surrounding properties are zoned residential, to the east, south and west and commercial to the north and west.
Last month the item was tabled to initiate a traffic study on the intersection. A Ken Herceg and Associates representative will present the traffic study tonight.
For years the city has held $1.9 million in federal funding to redesign the Argonne Road, Parker Street and Center Street intersection. Additional right-of-way from the northeast corner of Center Street and Argonne Road will have to be secured before the project can be undertaken.
The funds were awarded to Warsaw from federal highway accounts, the city's share of the 18-cent gas tax.
A total construction cost, including right of way acquisitions, various studies, reports and engineering designs, has been projected at $2.8 million.
The city would be responsible for for 20 percent of construction costs and all of the non-construction costs, including land acquisition and engineering fees.
Local residents spoke unfavorably about the project last month, saying they were against the retail business in their residential neighborhood.
Evelyn Rake will request a 7 foot front yard setback for a front porch/deck at 427 W. Perry St.
