Zoners Hear Arcade Request

An arcade for children may be coming to Warsaw, at 900 S. Buffalo St.
The Warsaw Board of Zoning Appeals reviewed a request by Earl Hackworth, Warsaw, Monday, to implement an arcade for kids.
City planner Jeff Noffsinger said this type of use is listed as a special exception and there are no special requirements that must be met. He also said the property has been cleaned up considerably over the past six months. Noffsinger said the arcade should be a welcome addition to the community.
Board member Bruce Woodward asked Noffsinger if there would be enough parking. Noffsinger said there "should be ample parking on the side."
Noffsinger also said the request was a "change in use, and that happens all over town."
He said he felt the request was "reasonable" and was in favor of the arcade.
Board member Dan Hampton said he would like to ask Hackworth some questions. Hackworth was not present at the meeting so board members tabled the request.
Issues board members were concerned with included safety issues for children entering and leaving the arcade with traffic and the size of the business.
In other business:
• Board members granted a variance to Cliff Gagnon, 504 Frazier St., Warsaw, to re-erect a structure on a foundation that does not meet the city's setback requirements.
Noffsinger said the previous home was demolished because of its deteriorating condition.
"It's on a very, very small lot," Noffsinger said.
The lot is 32 feet wide and slopes to the south. Gagnon is hoping to use the same foundation to build a new home.
Noffsinger said the neighbors to the east and west had no problems with Gagnon's request and felt it would be an improvement to the neighborhood.
Dan Hampton recused himself from the vote because he said he knew and has represented the Gagnons.
The request was unanimously approved.
• Board members also granted a variance to William Hoy, 311 N. Lake St., Warsaw, to build a 42-inch iron fence in his front yard. Noffsinger said the maximum height for a fence in this area is 36 inches.
"I have inspected the site and I have determined that there is no negative visual impact at the alley intersection with Lake Street," Noffsinger said. "I have not received any inquiries about this request."
Noffsinger told Hoy his next step would be to apply for a fence permit.
• A variance was approved for The House of Living Stone, 315 N. Cedar St., Warsaw.
In 1997 an exception was granted to Living Stone for a church/school. Now they are requesting a variance for a church seating 60 people.
• A variance was granted to Carl Demeter, 105 Enterprise Drive, Warsaw, to build an additional office building on the site. The proposal will be subject to development plan requirements such as parking and drainage. Noffsinger said he has not received any inquiries about Demeter's request.
• Kyle Swartz, 1245 S. Zimmer Road, Warsaw, requested a variance for a 10-foot rear yard setback to build a new home adjacent to Rozella Ford Golf Course.
Board members approved the variance.
• A variance also was approved for Floyd (Ted) Chapman, 751 E. Fort Wayne St., Warsaw, for a garage addition on the rear of the home.
The variance was approved with an amendment subject to an encroachment agreement. The agreement needs to be signed by the Board of Public Works and Safety.
Noffsinger said he would try to draft up an agreement by the end of this week.
"So by July 7th, you should have everything approved," Noffsinger told Chapman.
• William Ault, 715 E. Fort Wayne St., Warsaw, requested a variance to build an 8-foot fence around his deck in the back yard.
"I want to put a hot tub on my deck," Ault said. "The neighbors are close and I just want a little privacy."
The request was approved and Ault needs to obtain a fence permit to start construction.
• A variance also was approved for Jeff Hodges, 603 W. Center St., Warsaw, to attach a garage to the rear of his home.
• Noffsinger announced that Tina Dunkleberger will be resigning her position at the Building and Planning Department.
Dunkleberger said she will be leaving July 7 to go to Zimmer.
"We're very, very sad to see her) leaving," Noffsinger said.
Dunkleberger volunteered to continue working as recording secretary for the Board of Zoning Appeals meetings.
