Works Board OKs Lake City Greenway Permit Application

The second phase of the Lake City Greenway project is one step closer to completion now that a request to apply for a permit for the project has been approved.

The city's building and planning department request for the Beyer Farm Trail portion of the Lake City Greenway was approved during Friday's Warsaw Board of Public Works and Safety meeting.

The permit request will be submitted to Richard Kemper, Kosciusko County Surveyor.

Phase II of the Beyer Farm Trail will connect Phase I from behind the Kosciusko Community Hospital to Hodges Addition.

Permits could be required because the 300-foot boardwalk portion of the trail will go through the wetlands south of the hospital and cross over the county's Beyer Brady Ditch, according to planning information.

The board also approved a request from the building and planning department to submit a claim voucher to the Indiana Department of Transportation for reimbursement as part of the Transportation Enhancement Grant that was awarded to the Chinworth Bridge Trail portion of the Lake City Greenway.

The reimbursement is for 80 percent of the construction supervision services provided by Paul I. Cripe Inc. from Jan. 27 through Feb. 9.

The board also:

n Approved a $25,000 contract between the city and Warsaw Community Development Corporation for a facade improvement matching grant.

The Facade Improvement Matching Grant Program is used to improve the street-side appearance of downtown building facades.

The program has been funded by the city and is administered by WCDC. The program offers a $5,000 maximum amount per applicant. The agreement is effective April 1 and ends May 31, 2008.

n Approved five event contracts for the Warsaw Parks and Recreation Department for summer events and a $1,950 contract between the parks department and TruGreen ChemLawn for soil drenching on 26 autumn ash trees in Central Park to control the Emerald Ash Borer.

n Approved five travel requests from the Warsaw Police Department and eight new hires including Staci Wright as recreation leader for the park department, William Leffridge as a refuse collector for the street department, Richard Malcolm as a laborer for the street department, Kimberly Arnold as a parking patrol employee for the police department, Nathan Iden as a firefighter for the Warsaw Fire Department, Jamie Overbey as groundskeeper at the cemetery, a clerk position for the Clerk-Treasurer office and approved promoting Warsaw Fire Department employee Joe Fretz to fire lieutenant.

n Tabled a request from Hacienda Restaurant, Warsaw, to adjust sewage charges. John McCarty, general manager of Hacienda, submitted a letter stating he has spoken with Sewage Collection manager Mary Lou Plummer and Mayor Ernie Wiggins about a broken sprinkler pipe at the restaurant. Hacienda officials requested a sewage collection credit be made by the Sewage Collection Office for the amount of water lost down the drain over a four-month period. Wiggins requested average usage calculations be submitted and said the board will review the request at its April board meeting.

n Approved a contract between the Waste Water Treatment Utility Facility and Allen Business Machines for copier machine maintenance services at $34.99 per month. A $3,520.80 contract between the WWTU facility and Heritage Environmental Services LLC for the business to provide a quote on waste disposal needs also was approved.

n Approved a contract between the city and county auditor-elect Marsha McSherry for consulting services for six weeks at $450, or $75 per hour. McSherry is to serve as an independent consultant to train a new sewage payment office supervisor.

n Approved a $33,684 contract between the city and Ken Herceg & Associates Inc. for engineering services at the intersection of Ind. 15N. and CR300N.

n Approved a $3,275 contract between the Warsaw Police Department and Cardinal Tracking Inc. for software and a maintenance agreement for a Ticketrak, a machine that assists the department with parking patrol duties.

n Approved a request from Warsaw Housing Authority to release three mortgages at 1307 Greenhill Drive, 512 Ellsworth St. and 321 S. Washington St. that have met the 10-year affordability period for the forgivable portion of the rehabilitation loan.
