He said the town for the past three months considered the financial and fire service protection elements and the long-term viability of maintaining the Winona Lake Volunteer Fire Department.

Sue Gooding, Winona Lake town council member, said she has been happy with the council's process in considering entering into the proposed fire territory.

"I feel we all had a good opportunity to examine the different components of the fire territory before we came to a conclusion," Gooding said.

Also during the meeting, Winona Lake resident Jerry Nelson expressed his concern with his sewer bill.

He said this week he received a bill with a $3.50 rate charge from November 2006. He requested the town look into its sewage charge system at the end of each year to make sure sewer bills are current.

Winona Lake resident Marv Miller informed the council there is a drainage pipe under his property, and he thinks there is water blockage because the water is not draining to Roy Street where the pipe ends.

In other business, town attorney Jim Walmer swore in Dathan Reed as a reserve officer with the Winona Lake Police Department.

Winona Lake Fire Department Chief Mitch Titus informed the council there is a leak in the department's roof.

Robert McCormick, project leader for the planning and power project at Purdue University-West LaFayette, made a presentation to the council on protecting water and environmental resources.

The council also:

n Approved vacating alleys at the northwest and southeast corners of Lawns of the Courts.

n Approved a change order for West Canal Street. Town Coordinator Craig Allebach said the town did not need to install a geo-grid system for the street.

n Approved Public Works Director Pete O'Connell looking into price quotes to replace a snow plow that is aging.

Upcoming events in the town include a Symphony of the Lakes concert at Rodeheaver Auditorium Saturday at 7:30 p.m., and the Women's Basketball National Championship at Grace College March 12-14.
