Winona Welcomes New Councilman, OKs Advertising 2015 Budget

WINONA LAKE – Winona Lake Town Council welcomed newly-elected Ward 4 Councilman Robert Swanson during its meeting Tuesday.
Town Attorney Jim Walmer swore Swanson in. Swanson was elected during a caucus Monday night to replace former councilman Greg Winn, who resigned and moved to Warsaw.
Swanson, 25, a life-long town resident, is a 2007 Warsaw Community High School graduate and an Indiana University-Purdue University Indianapolis grad. He graduated in December 2013 with a bachelor’s degree in journalism with a concentration in public relations. He is employed at Super Seal Inc., Warsaw. He will get married Aug. 29 to Kelsey Nicholson, and they recently purchased their home on 12th Street in Winona Lake.
Swanson said he looks forward to serving on the council.
“I’m really excited. It will be a great opportunity and I look forward to it. Growing up here my whole life, I love Winona Lake and I finally get to give back,” Swanson said.
Kent Adams, clerk-treasurer, reviewed the proposed 2015 budget with the council, and said the town is reducing its budget for the third year in a row. The council approved advertising the budget with a motion made by Peter Christos, councilman, seconded by Terry Howie, councilman.
The budget will be published Sept. 4 and 11 in the Times-Union. A public hearing on the budget will be Sept. 16 at 6 p.m. at town hall and the council will have its budget adoption meeting Oct. 21 at 6 p.m.
“We will maintain and manage a sound fiscal position,” Adams said.
The budget is proposed for 2015 at $2,464,775, a $54,650 or 2.2 percent decrease from the 2014 budget of $2,519,425.
The rainy day fund is proposed at $119,000, the same as 2014; the general fund at $1,320,675, a $5,450 or 1 percent increase over the 2014 budget of $1,315,225; local roads and streets at $59,000, a $73,500 or 55.5 percent decrease from the 2014 budget of $132,500; motor vehicle highway at $736,800, a $13,800 or 1.9 percent increase over the 2014 budget of $723,000; park and recreation at $49,300, a $400 or .01 decrease from the 2014 budget at $49,700. The cumulative capital development and redevelopment general funds are proposed to not see increases, with the CCD budget at $130,000 and the redevelopment general fund at $50,000.
Also during the meeting, Larry Long, town engineer, provided cost estimates on the Muirfield Subdivision total streets reconstruction project. The total reconstruction cost is $402,940. Phase one cost estimate is $197,836; phase two, $113,455; and phase three, $91,649.
The council also approved allowing a 1984 street department utility truck that was given to the department by the fire department to be entered into the City of Warsaw’s auction Saturday at Warsaw Police Department. The street department does not have use for the truck anymore.
Howie said he heard a concern from a resident about construction trailers being left on the streets. The individual wants the owner of the trailers cited. The trailers have been on Court Street and Administration Boulevard.
“If they have complaints have them call in to the police department and we will get them to move the trailers off the street,” said Craig Allebach, town coordinator.
Allebach said he received a call last week about a trailer being on 3rd Street that was removed because it was parked there for an extended period of time.
Howie also suggested the town review its street cut permits to determine whether it wants to cut streets or bore them.
Pete O’Connell, street superintendent, informed the council new lights have been installed by the mailboxes in Stonehenge Subdivision.
Allebach informed the council he is working with Warsaw to get a $200,000 grant for a study on the Tippecanoe Walnut Creek Watershed. The grant will assist with water quality.
Upcoming happenings include a Perspective 5K at Winona Lake Park Aug. 30 at 9 a.m.; Canal Days paired with the Antique Car and Porsche Festival in the Village At Winona Sept. 6 from 10 a.m. to 4 p.m. and Cardinal Services 5K at the Winona Lake Park Sept. 13 at 8 a.m. Christian Artist Jars Of Clay also is planned to perform on Canal Street Sept. 13 in Winona Lake with a time to be determined as part of MudLove’s Block Of Love event.
