Winona Vacates Five Alleys

WINONA LAKE - Several public alleys were vacated by the Winona Lake Town Council Tuesday when the board approved Ordinance 2003-11-2.

The council is making the vacations an ongoing process. The five alleys released Tuesday are:

Between 209 and 211 Lakeside Drive; at the end of 14th Street, west of Sunday Lane; between Sunday Lane, west of Chestnut Street, between 11th and 12th streets; include a portion of the parking lot owned by Winona Restoration, south of the post office; and the "alley" in the Village of Winona between Administration and Auditorium, west of Park Avenue.

In other business the board:

• Approved Ordinance 2003-11-3 indicating a Christmas bonus of $275 each for Malcolm Gilbert, Joe Bumbaugh, Terry Howie, Chad Stevens, Danny Hall, Ellen Swaim, Karen Shingledecker, Dick Leaf, Craig Allebach and Retha Hicks.

• Approved Ordinance 2003-11-4 establishing stop signs in Lexington Manor subdivision at the northwest corner of Stratford and Lexington Drive and in Heritage Lake Park subdivision at the northeast corner of Heritage Drive and CR 250E.

Stop sign violators will be assessed a $25 fee plus court costs.

• Approved Ordinance 2003-11-5 fixing the 2004 annual salaries for the president of the town council, $3,750; and town council members, $3,150 each, the same amount as last year.

The ordinance also indicated 2004 salaries will be for the clerk-treasurer, $1845.80 bi-weekly and $2,120.80 to accommodate the Christmas bonus on the last pay; and for the town marshal, $2,250 bi-weekly. Annual compensation for appointed park board members will be $250.

In addition, the town will pay the clerk-treasurer's and town marshal's 3 percent PERF contribution and up to a 2 percent match of their base salaries to an employee's deferred savings plan.

• Approved Resolution 2003-11-06 fixing salaries of town employees as $2,172.70 bi-weekly for the town coordinator; $12.93 per hour each for Karen Shingledecker and Ellen Swaim and $1,079.60 bi-weekly for Building Commissioner Richard Leaf.

The town also will pay a 3 percent PERF contribution for town employees and up to a 2 percent match of each employees wages for 2,080 hours to an employee's deferred savings plan.

• Approved the 2004 agreement with Wayne Township: $16,625 for fire services and $9,000 for park services.

• Appointed Kelly Hicks to the park board, replacing Willa Henry.

• Heard events in town were: The Village at Winona Holiday Festival, Dec. 5 through 7, 10 a.m. to 6 p.m.; "Light of His Coming," presented by the Grace College Music Department, Dec. 5, 7 p.m. in Rodeheaver Auditorium, free and open to the public; and Fort Wayne Philharmonic Christmas Pops Concert, Dec. 22 at 2 p.m. in Rodeheaver Auditorium.
