Winona To Remove Stop Signs On Kings Highway

WINONA LAKE - To make King's Highway a true thoroughfare, town engineer Larry Long proposed removing stop signs on the west side of the street before the fire station and the other at Jefferson Elementary School on the east side.
These proposals, and others changes to King's Highway, were presented at the town council meeting Tuesday as part of the engineer's report.
Long said the project design has been under discussion with Grace College representatives and town coordinator Craig Allebach for four months.
A series of drawings on aerial views of the street shows an overall widening of the street and installation of curbs and sidewalks. From School Street to Freedom Lane, the street would be repaved after any drainage concerns are addressed.
The improvements would serve as a grand entrance to the Grace College and Theological Seminary campus, while still serving as a public street, Long said.
While the four-way stop at Wooster Road and Seventh Street would remain, the street would be widened here to three lanes, allowing for a left turn lane.
Plans also call for restructuring the intersections of King's Highway and School and Wood streets.
Long suggested the pedestrian crossings at the west entrance to Mount Memorial and the north entrance to Indiana Hall be slightly raised and a stamped brick-pattern be pressed into the asphalt.
Currently there are two pedestrian crossings at the end of the long oval-shaped, one-way drives.
Turning Rupe Drive, a private street, one-way west was proposed. The college's student recreation center is on the south side of Rupe Drive and the fire station and Grace Brethren International Missions are to the north.
Council members raised several questions regarding the removal of the Rupe Drive/Seminary Street stops. The west side stop sign was installed prior to the fire station entrance. The east side stop sign is well before the entrance to Jefferson School (at Seminary Street).
The drawings are available to the public in town hall. Citizens are invited to offer comments on the design.
In other business, the council:
• Reappointed Allebach, Rolly Ortega and Mike Grill to the plan commission. Jeff Carroll replaces Craig Snow.
• Approved a decrease in the final change order of $22,147 to G&G Hauling, closing out the contract with the company.
• Approved the fire department recommendation to continue Roger Gelbaugh as chief.
• Heard the Fort Wayne Philharmonic will appear in Rodeheaver Auditorium Dec. 21 at 2 p.m. to perform a Christmas Pops Concert.
The next town council meeting is Dec. 23 at 7 a.m.
