Winona Takes Property Bids Under Advisement

WINONA LAKE - Bids for the property at 1308 Chestnut Street were taken under advisement by the town council Tuesday. Coming in well under the $7,000 appraised value of the lot were bids from Mark Workman in the amount of $2,500 and Jeff Carroll for $2,100.
Resolution 2003-12-2 for sale of the real estate and Resolution 2003-12-3 for contract of sale of the real estate and delivery of deed also were approved.
A request to waive excessive wastewater charges caused by a water leak at the Free Methodist Church was denied. A similar request to waive five months' worth of fees at the Larry McCall property also was denied.
The church's charges were $745 one month and $645 the next, before the leak was discovered and repaired. Average bills at the facility are $190 to $220 per month.
The McCalls didn't live in their house from July 4 through November because of wind damage and subsequent repairs.
Councilman Jeff Carroll said Grace Village Retirement Community, where he works, has had similar problems and he's never asked for a waiver.
Councilman John Boal suggested the church's payments be stretched out over a year and Rolly Ortega suggested a six-month payment plan.
Clerk Retha Hicks said the McCalls should have requested a disconnect and reconnect to stop their service. The costs would have been significantly lower then.
Town coordinator Craig Allebach said he had been investigating the purchase of a emergency generator to operate the town hall and senior center.
In other business, the council:
• Heard 22 homes were under construction in town limits, with four completed in 2003.
• Approved transfer of $75,000 from the TIF fund to the Wastewater Operating Fund account payable in July 2004, with Resolution 2003-12-5 and emergency transfer of various funds with Ordinance 2003-12-4.
• Council members discussed the proposed removal of stop signs at the fire station/Jefferson Elementary School intersection on King's Highway.
Councilman Jerry Clevenger said he'd had half a dozen calls against the proposal, while Carroll had calls in favor of the plan.
Earlier this month, the council reviewed possible improvements to King's Highway as presented by engineer Larry Long. In addition to maybe removing the fire station/school stops, improvements to the School-Wood street intersection, widening the road to include turn lanes, improving pedestrian crossings and installing curbs and sidewalks were discussed.
• Was sworn-in to serve in office for another four years by clerk Retha Hicks. Hicks was sworn in by deputy clerk Karen Shingledecker.
• Heard the community appreciation dinner will be held in the Gordon Recreation Center March 4.
