Winona Resident Voices Storm Drainage Concerns

Bill Winn, of 1865 Park Ave., showed council members photos of excess water in his back yard. He blamed a lack of a storm sewer system.
He also said he has purchased cottages on Lakeshore Drive and there has been a problem there with excess water.
"I am requesting the town install a storm sewer in front of our home on Park Avenue that could run a drain in the front of our home and tie to the storm sewers in the alley near the home," Winn said.
He also said the excess water brings bad odors.
Town engineer Larry Long said a storm drain was previously installed on Park Avenue 100 feet past the alley behind the Winn's home, but couldn't go any further to reach the Winn's because of elevation problems.
Council President Dave Delp said the council will look into the costs of installing a storm drainage system and discuss it at their next meeting.
Town Coordinator Craig Allebach also gave an update on the CR 250E project on Pierceton Road.
The project started Aug. 8 and will include total reconstruction of the roadway, including new concrete curbs, a new storm sewer system and improvements at the railroad crossing. It is expected to be completed by June.
He suggested the town put a sign at the entrance of Heritage Lake Park advising drivers of no through traffic or no outlet.
Councilmen Jerry Clevenger said he was on Winona Lake's Heritage Trail this weekend and said a friend advised him bicyclists have gotten tickets for not stopping at stop signs when they come off the trail onto Roy Street.
Winona Lake Police Chief Paul Schmidt said he has received complaints from drivers who are saying bicyclists are not stopping at stop signs, and bicyclists that are saying drivers are driving too fast.
The council also:
n Approved an accident report fee ordinance for increasing the cost of traffic accident reports in Winona Lake from $5 to $10 to meet state standards.
n Approved a resolution to appoint Randy Bowman to serve as a reserve officer with the Winona Lake Police Department. Bowman will be sworn in at the next council meeting.
n Approved a request from the police department to allow Officers Paul Heaton, Malcolm Gilbert and Mike Foster to have take-home vehicles.
Upcoming events in the town include Fall Sailboat Regatta Sept. 15 and the "Light the Night" Walk Sept. 20.
