Winona Resident Offers Boat, Trailer Proposal

WINONA LAKE - Council members heard a proposal Tuesday from Hal Harting, who wanted to address Winona's boat and trailer ordinance and how he felt it could be improved.
Currently, the town allows for a one-hour time span for boat trailers to be left on public rights of way, and any vehicle found in violation is fined.
But Harting said the one-hour limitation does not provide adequate time for residents to prepare boats for entering the water.
"I am asking you to revisit (this issue)," he read from a statement. "Most of you who own cars and do the cosmetic maintenance yourselves know that one hour to wash and vacuum your car is pretty restrictive.
"The same kind of time, if not more, is required for spring and fall preparation and cleaning of a boat."
He claimed 24-hour permits could remedy any confusion and frustration residents experience with the current ordinance. Individuals would be limited to four permits a year, and Harting also suggested a one-time forgiveness warning per season.
"This is definitely something we can revisit," Council President Rolly Ortega said. "The council can discuss this and see if a change is necessary."
Also discussed during Tuesday's meeting was a resolution to establish rental fees for the Senior Center and tent placement fees inside of Winona Lake Park.
The matter was unanimously approved by members, with the understanding that chargeable tent sizes would be specified.
To rent the main room, bathrooms and kitchen of the Senior Center is $200 Friday through Sunday and $100 Monday through Thursday. A refundable damage deposit of $150 will be applied. Not-for- profit groups receive a discount on the fees.
In other matters, the council approved an ordinance regulating the use of town employee credit cards. The issue was addressed to better track the financial records of credit card expenditures and establish who is using the cards for each transaction.
Upcoming events for Winona Lake include a Student Art Show Saturday at the Village at Winona, Grace College graduation May 6, a village bike festival to be held May 6-7, and a sailboat regatta May 20-21.
