Winona Planners Table Request For Western Drive Development

WINONA LAKE - Two developers were sent back to the drawing board Tuesday during the Winona Lake Plan Commission meeting.

Dan Widaman's request to develop Western Drive was again tabled and Widaman, one of eight property owners, was asked to resubmit a plat.

The area was platted several years ago and development halted because of wetlands.

Town engineer Larry Long said the wetlands must be clearly delineated by a professional, and there were enough changes being suggested to require a new plat.

Long also was concerned about having multiple lots on a private drive, a change in the setback from 50 feet to 35 feet and the rights of property owners who have already purchased land.

"Some people may have already bought lots there and are expecting a 50-foot setback on their property and another 50 feet to the lake," Long said. "A 100-foot setback to the lake may be the reason they bought the property and now that's changed."

Commissioner Mark Workman suggested a letter be sent to the developer outlining these concerns and requesting a new design.

The request of Steve Savage to build another duplex on property at 904 Wooster Road also was tabled for a number of reasons.

The property is zoned residential for single family occupancy and the current duplex was "grandfathered in." Savage wasn't sure whether he wanted to build a duplex, triplex or quadplex on the .81-acre property.

Town Marshal Malcolm Gilbert said a fire truck could get onto the property but could not turn around or maneuver.

The property also would have to be rezoned for multiple unit occupancy.

A provided sketch did not show the actual placement of the additional building nor where parking could be.

Town coordinator Craig Allebach presented an aerial map showing the Lake City Greenway route through town. Still in the design stages, the eight-foot-wide trail would begin at Winona Avenue, travel on Park Avenue next to the lake, pass through Winona Village on East Canal Street, go behind town hall, through the park to Widman Ditch to Boys City Drive and through the former Chicago Boys Club area to Roy Street.
