Winona Lake Signs Contract for Sidewalk Plan

The funding will be used for a Safe Routes to School program.
The council also approved a $40,500 contract with A & Z Engineering for a comprehensive plan and data gathering for sidewalk infrastructure in the town that accommodates biking and walking.
Councilman Greg Winn made the motion to accept the contract, seconded by Philip Hood.
“The focus of the program is to encourage students to walk to school and provide sidewalk infrastructure to make the walk and bike ride safe,” said Craig Allebach, Winona Lake town coordinator.
Allebach said the data gathering for the comprehensive sidewalk plan will take 30 days, the feasibility study will take 120 days and final reports will take 180 days.
In other business, the council heard the town received $120,250 in Federal Highway Administration Transportation funds from INDOT for the Lake City Greenway.
The funding is for phase four of the Greenway project to extend the Greenway from Park Avenue to Grace College.
In other business, Larry Long, town engineer, said the Prestwick Street reconstruction project bids were scheduled to be opened Tuesday night, but postponed for a week to give contractors additional time to put bids together.
A public opening of bids will be July 18 at the town hall at 2 p.m. The council will review the bids at the next council meeting.
Jim Walmer, town attorney, said an air quality assessment was done on the inside and outside of the Winona Lake Lodge by Calvin Bolt Inspections and Testing, Warsaw.
The test came back with high levels of cladosporium, a form of mold in the air.
Allebach said the town will send letters to lodge renters informing them of the mold, and letting them decide if they want to cancel their lodge rentals.
Allebach said the town needs to decide if it will take down or rebuild the lodge with park board input.
Also during the meeting, Pete O’Connell, street superintendent, said he will seek quotes to replace the town’s backhoe that is aging.
He reminded residents that the street department will collect storm debris until the end of July and residents are encouraged to place the debris by their curbs.
Paul Schmitt, town marshal, said two of the Winona Lake Police Department’s officers have had difficulty with their vehicles overheating.
He said two of the department’s vehicles will need to be replaced next year and will be presented before the council for the 2013 budget.
John Boal, councilman, said he met with the Splash Pad committee, and he is encouraging them to get financial contributors to the table.
The town is working on fundraising and planning efforts to bring a Splash Pad to Winona Lake.
Boal informed the council there is a hole in Wooster Road that he described as becoming a moon crater.
Allebach said he has been talking to Long and O’Connell about the issue and the town will look at fixing the issue.
Bruce Shaffner, councilman, thanked the fire, police and street departments in storm cleanup efforts.
He said an Antique Car Show will come to the village Aug. 18.
Shaffner also said a new shop is going in the village called The Bungalo At Winona Lake. Home decor and furniture will be sold at the store.
Allebach informed the council a new grass parking lot will be installed at Parker Avenue and Administration Boulevard. The parking lot will be installed later this summer or fall.
MasterWorks Festival is going on in the town until Saturday.
