    Notice is given hereby that THE TOWN OF WINONA LAKE, INDIANA by and through it's Town Council (hereinafter referred to as the OWNER) will receive sealed proposals for the construction of
WASTEWATER COLLECTION SYSTEM SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) SYSTEM
WINONA LAKE, INDIANA
    According to Drawings and Specifications prepared by Larry R. Long & Associates, Inc., Warsaw, Indiana, titled Wastewater collection system supervisory control and Data Acquisition (SCADA) System, Winona Lake, Indiana, dated April 12, 2011 and described in general as:
    Provide and install a complete Supervisory Control and Data Acquisition (SCADA) system for monitoring and controlling eleven (11) pumping stations throughout the Town. Provide and Install one weather station.
    Sealed bids for construction will be received at the Winona Lake Town Hall, 111 Fort Wayne Avenue, P.O. Box 338. Winona Lake, Indiana 46590, until: Tuesday, August 9,2011 at 6:15 P.M. (local time).
    Bids will be opened and read aloud at the aforesaid time and place. Bids received after the aforesaid time will not be accepted and will be returned unopened. Interested parties are invited to attend.
    Each bid must be enclosed in a sealed envelope bearing the title of the project, and the name and address of the Bidder.
    Bid proposal must be submitted on Contractor's Bid for Public Works (State Board of Accounts Form No. 96) and be accompanied by the Supplemental Bid Form contained in the proposal section of the Project Manual.
    Bid security in the amount of five percent (5%) of the bidder's maximum proposal price will be required to accompany Bids. The Bid security may be an acceptable Bid Bond, Certified Check, or Cashier's Check made payable to the Town of Winona Lake, Indiana. Bid security will be held by the Owner as evidence that the Bidder will, if awarded a contract, enter into the same with the Owner upon ten (10) days notification.
    Approved Performance and Payment Bonds, guaranteeing faithful and proper performance of the work and payment for materials, to be executed by an acceptable surety company, will be required of each contractor at the time he executes his contract. The Bond will be in the amount of one hundred percent (100%) of the contract price and must be in full force and effect for a period of twelve (12) months from the date of written acceptance of, and final payment for the work.
    No bids shall be withdrawn after the opening of the bids, without the consent of the Owner for a period of sixty (60) days after the scheduled time of receiving same.
    The Project is being financed by Local funds.
    The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as Owner may see desirable, and to waive any and all informalities in the bidding.
    One (1) copy of the Contract Documents, including the Project Manual and Design Drawings, may be obtained from the Project Engineer, Larry R. Long & Associates, 611 S. Buffalo Street, Warsaw, Indiana 46580, Phone: (574) 269-6333, E-mail: mail to: [email protected]  for a non-refundable fee of Thirty dollars ($30.00) per set.
