Winona Lake Hires New Deputy Marshal

The council approved hiring John C. Leeper beginning July 10.
Leeper replaced Brad Kellar who has resigned.
In other business the council approved a travel policy that states requests for travel authorization for town employees must have department head approval, department head travel authorization must be granted by the town coordinator, and clerk-treasurer and town coordinator travel authorization must be approved by the town council.
The council approved a travel request by Clerk-Treasurer Retha Hicks to attend an Indiana Association of Cities and Towns leadership conference July 27-28 in French Lick.
Hicks said department heads have submitted their budget proposals for 2012 to her that will need to be reviewed and approved by the town.
The council also heard a presentation from Fred Helfrick, Kosciusko County Vilo Cycling Club, on a proposal to make Warsaw and Winona Lake Bicycle Friendly communities.
Designation of Bicycle Friendly Community Status if approved by the town would be awarded by the League of American Bicylists.
Bicycle Friendly Communities require having a bicycle master plan in place, programs teaching cyclists safety and teaching motorists how to share the road, encouragement of bicycling, measuring the connections between the cycling and law enforcement communities, and evaluating current bicycle programs.
He said a Bicycle Friendly Seminar was held May 12 that focused on the benefits of pursuing Bicycle Friendly Community status.
Helfrick said community leaders are prepared to develop a bicycle master plan. The group’s objective is to have the plan completed by the end of this year with plans to implement the plan in early 2012.
Also during the meeting, council president Sue Gooding asked Hicks for a list of cash donors who have contributed financially to the town.
Hicks said the donors names are anonymous, but Gooding said the names should not be unanimous to the council and they should be allowed to review them.
Hicks asked why Gooding wanted the donor’s names.
Gooding said she felt the council has a right to see the donors list.
Council member Randy Swanson said he also felt the council should have access to the donors names.
“If someone walks in and brings $20 or $200 or whatever the amount is if it is cash money or a check there should be a record of that,” Swanson said.
“The council ought to have access or information on how the donation will ultimately be used.”
Swanson said he felt Gooding’s request was sound, and she has a logical reason to wanting to know how the donation money is used and who it comes from.
Hicks said there is a receipt for donors who contribute financially to the town. She said the town has received $695 in donations so far this year.
Gooding said she is familiar with individuals who have contributed larger donations to the town that are not included in the donor list, and wondered if the council could get a complete list of donors.
Hicks said she could get a print out of anonymous donors that she can provide to the council.
Councilman Terry Howie also agreed the council should have access to the donors names.
“I think it would be great for the town council when some of these larger donations come in the council can send that donor a thank you in the form of a card,” Howie said.
Council member Bruce Shaffner thanked the Winona Lake street department for clean up of an old tree that came down at his residence due to recent storms.
Craig Allebach, town coordinator, informed the council Winona Lake Redevelopment Commission met last week.
He said the commission is working on viaduct beautification on Park Avenue which includes potential landscaping improving the viaduct concrete.
An estimated cost for viaduct beautification is $15,000, Allebach said.
Allebach also said the commission voted to have A & Z Engineering complete a pheasibility study to extend the Greenway on Winona Avenue to Warsaw.
The commission also voted to repair the entrance at Rodeheaver Auditorium and the Boathouse Restaurant, installing a storm drain manhole cover in front of Cranberry Cottage and replacing drains by the Winona Lake Post Office.
Upcoming events Saturday in Winona Lake are a Firecracker 5K run at Winona Lake Park, Winona Lake Great 4th of July Celebration, MasterWorks Outdoor Pops Concert at Hillside Amphitheatre and fireworks over Winona Lake at dusk.
