Winona Lake Awards Bids

The largest was for $476,752.45 from Beer & Slabaugh for all three phases of road repair and improvement in Muirfield Subdivision, west of CR 250 and south of Pierceton Road. The two other bids were from Phend & Brown for $610,282.50 and Niblock for $580,752.80. Town engineer Larry Long’s estimate of the project was $444,058.75.
Long told the council Beer & Slabaugh did the work on Prestwick Subdivision in 2012 and they did an excellent job with no complaints about that project.
Council President Bruce Shaffner asked what the time period was for getting the work done. Long said conservatively he gave them 60 days to get started, but they probably can start sooner.
The council approved the bid, a notice for the work to proceed and the contract per review of it by Town Coordinator Craig Allebach and town attorney Jim Walmer.
The next bid awarded was for $19,922.50 from Phend & Brown for resurfacing of the tennis courts. The other bid was for $27,500 from Niblock.
Allebach said the town was looking at reconstruction of the courts, with resurfacing being the first step.
“This is part of a project that will include new asphalt, new striping and coloring of the courts and nets and posts in addition to fencing ultimately, and then lighting,” Allebach said.
The project is primarily funded by the K21 Foundation in memory of Mike Gill, a Winona Lake resident who served on the Winona Lake Plan Commission and was a tennis player and coach. Gill served on the K21 Board of Directors, but died a couple years ago, Allebach recalled. K21 approached the town about doing the project in memory of Gill.
“Our objective is to have everything in place by the summer season or at least have the courts done so they can begin utilizing them and try to have some fencing up so balls won’t run all over the place,” Allebach said.
Grace College also is a partner on the project, while the town is providing some in-kind contributions. Total estimated cost is $85,000, with the town chipping in around $10,000 and the college around $12,000, he said.
The third bid was awarded to WLM Inc. for landscaping work on the canal. WLM’s bid was $11,234.76, while The Mowman Group bid $11,450.
Shaffner said the town had a bunch of seawall work done there and now it was time to put the landscaping back together.
Councilman Peter Christos asked if the whole canal would be landscaped, and Allebach said only the areas disturbed by the seawall work would be.
“It’s a mess, frankly,” Street and Utilities Superintendent Tom Miller said.
Miller then presented bids to paint all of his departments’ buildings uniformly. The council awarded the bid to Fisher Painting for $8,680.
Other bids were from Lee Painting Contractors for $12,999 and Northern Lakes Painting for $14,800. Miller said he solicited bids from six contractors but only three responded.
The last bid approved, for collection and disposal of refuse and recyclables, was initially reviewed by the council at its March meeting. It was awarded to Advanced Disposal for picking up the refuse every week at $12,960.18 and picking up recyclables every other week for $6,876.50.
In other business, the council:
• Heard the Robson Road resurface project will be started by Niblock Monday, and the Wooster Road project will start Thursday.
• Agreed to pay half the travel and lodging costs for town attorney Jim Walmer to attend the Indiana Association of Cities and Towns conference in June.
• Discussed Councilman Denny Duncan’s concerns about the Greenway crosswalk on Pierceton Road.
• Heard from Clerk-Treasurer Kent Adams that his office will soon begin working on the 2017 budget, with a timeline to be discussed at the July council meeting.
