Winona Introduces Grace College Dorm Bond

WINONA LAKE – Winona Lake Town Council Tuesday introduced an ordinance for a bond that will allow the building of a new dorm and refinancing of a bond on a dorm already built.
The bond is not to exceed $10 million and is for building new dorms on Grace College campus by Kent Hall and refinancing the bond for dorms built on Seventh Street.
The council will approve the ordinance at its August meeting.
The council approved a $25,000 fee to A & Z Engineering for a Winona Lake and Grace College sidewalk-trail extension project.
Improvements include extending the walkway along the east side of Pierceton Road to connect the existing sidewalk which terminates at Freedom Lane with the trail under construction on Grace’s property.
The council approved advertising the sale of town-owned property on 9th Street.
Kevin and Debbie Plummer, Pierceton Road residents, attended the meeting and said they are having problems with flooding on their property.
Larry Long, town engineer, said a new storm drain system and catch basins will be installed to provide relief.
Ling provided an update on projects in the town. He said decorative street lighting on the island is in progress. Camden Construction installed the piling and Hoosier Land Excavating is installing concrete foundation for the lights.
Park Avenue parking lot design work has been completed and work is being done to repair storm drains on Court Street.
In other business, Craig Allebach, town coordinator, said new speed limit signs are in that will be used to replace signs outside ABC Industries that were damaged.
He also said the town will need to talk to the railroad about viaduct beautification by Park Avenue. The viaduct’s wall is cracking and there are weeds growing around it.
Terry Howie, councilman, said he received a phone call from a resident who suggested mowing by the S-curve in Southtown Addition. The town will look into the matter.
Dr. Nate Bosch, Center for Lakes and Streams at Grace College director, provided an update on Winona Lake’s water quality.
He said on Feb. 6, 22,000 gallons of contaminated water entered Winona Lake from firefighting activities due to a chemical spill in Winona Lake. Action steps following the spill have included educating  businesses and communities on harmful chemicals and identifying best management practices.
The organization conducted a lake economic impact study and found there is a $28 million annual fishing industry in Kosciusko County and the lakes generate $15 million in county property tax revenue.
Kent Adams, clerk-treasurer, provided a 2016 budget calendar and said a special meeting will be Aug. 11 at 6 p.m. and the budget will be adopted Oct. 20 at 6 p.m.
The council approved Dave Turner to continue to serve on the town’s economic development commission.
A bass tournament for county police and fire departments for raising funds for Hoosier Burn Camp is Saturday from 6 to 11 a.m. at Winona Lake.
