Winona Hears Update On CR 250E Project

WINONA LAKE - Bonar and Associates' representatives Wes Downing and Greg Smith gave a CR 250E project update Tuesday, indicating that construction could begin as early as next spring.
An Indiana Department of Transportation project, improvements have been planned from U.S. 30 to Pierceton Road.
The asphalt will be removed, a new base will be installed, some hills will be leveled and the road will be widened and lined by curbing and guttering, according to town coordinator Craig Allebach.
Turn lanes will be installed at the Wooster Road and CR 250E intersection.
The two-lane road will include some acceleration and deceleration lanes and a passing "blister" at Lakeland Christian School.
Negotiations continue with CSX regarding the railroad crossing improvements, Downing said.
Preliminary costs for the project were given as $1.7 million.
A pavement design was approved by Indiana Department of Transportation at the end of September, according to Downing.
A possible wetland mitigation site has been identified within the Stonehenge Golf Club property, since a quarter-acre of wetlands will be disturbed during construction. State statutes require wetlands to be mitigated at a 4-to-1 ratio.
Downing said right-of-way acquisitions, some temporary, others permanent, must still be cleared and approved by INDOT four months in advance of bid-letting.
All the work could be complete as early as November 2004. The project gets under way in the spring.
In other business, the council:
• Heard Heritage Lake construction bond of $44,000 was released pending receipt of town engineer Larry Long's approval. The town retains a $16,000 balance.
• Heard the town's health insurance premium will decrease $200 per month.
• Moved the deferred savings program from Lincoln Life to American Life.
• Approved purchase of a used leaf vacuum, upon inspection, at a cost of $4,000.
• Approved a design cost of $5,450 for a parking lot just outside the old Chicago Boys Club for use by greenway patrons. GAI engineers are working on the project.
• Heard U.S. Rep. Mark Souder is requesting photographs of the town to display at his Washington office.
