Thanks to Silent No More for hosting the Winona Lake forum last Monday. Winona is fortunate to have so many good individuals from which to choose. While there were many issues that they all agreed on, there appears to be a common theme from the challengers that was apparent.
The current board’s deliberate style was criticized as an unwillingness to make a decision. Mr. Boal used the term “paralysis of analysis” in reference to the Stonehenge Street issue and the Arnolt property decision. I want to thank the board for not rushing into decisions that may or may not be a good idea. For example, the CR 250 East project undertaken by a previous board, of which I think Mr. Boal was a member, should have had a little more “analysis” and perhaps it would have avoided the costly mess that the current board had to fix. Before the board undertakes spending the estimated $1.8 million to reconstruct the Stonehenge streets, they must get everything in order because all of those dollars will come from Winona Lake residents. They cannot afford another problem with sinking streets.
ZThere appears to be a disconnect between the present clerk-treasurer and some of the present board. Some board members are frustrated for not getting concise, accurate numbers on which to base their decisions. The clerk appears frustrated because the board does not always take her numbers at face value. The present board is a hands-on board and is very receptive to public input. Previous boards appeared to have everything decided upon prior to the public meetings and people stopped attending as their voices could not change the outcomes. The present board is to be commended for the openness it has displayed. The conflict between the board and the clerk will be decided by this election. Either we will elect a board that goes along with the clerk or a clerk that goes along with the board.
No one can question the commitment of Mrs. Hicks to Winona. No one can question Mr. Adam’s reputation as an  extremely competent financial person with a strong record of achievement. Personally, I am very satisfied with the leadership Mr. Howie, Mrs. Gooding and the other current members have provided over the last four years and will be voting for them.
In the clerk race, I have known both candidates for over 25 years and know their strengths and weaknesses. I will be voting for Mr. Adams as he will bring a fresh approach to making the public aware of the board’s decisions, the financial situation of the town, and will provide timely, accurate information to the board.
