Winona Creates One-Way Streets

The council established a one-way street for Park Avenue from Cherry Avenue south to Lakeshore, continuing south on Lakeshore to Hamilton Boulevard.
Councilman Jerry Clevenger suggested the town could put a no-outlet or dead-end sign at the end of Hamilton Boulevard and Cherry Avenue to advise residents of the one-way street.
The council also approved a request by the town to improve the seawall at Winona Lake Park.
Council President Dave Delp said the area along the south end of the beach going south in front of the lodge and cottage's seawall has deteriorated.
When the town originally got the permit to complete the seawall along the canal, the area was permitted to do glacier rock.
Delp said the town has until Aug. 10 to complete the project. The street department will remove what is left of the old seawall and put down the glacier stone.
Council member Joy Lohse informed board members she received a phone call from a neighbor Wednesday afternoon stating there were dead turtles on Winona Lake in front of her home at Harbor Shores.
She said there were 60 turtles that were caught in netting, and the DNR bagged 47 of the turtles.
She said Tri-Lakes Fisheries, a division of the Indiana Department of Natural Resources, had been conducting fishery studies, and the turtles got caught in the netting, causing them to drown.
She said the DNR came and bagged the turtles and separated them by species.
"I couldn't believe my eyes, I jumped in the water in my clothes," Lohse said. "It was tragic to see the turtles dead on the lake."
Also during the meeting, Town Coordinator Craig Allebach informed council members a pre-construction meeting for the CR 250E project will be held July 18.
Town engineer Larry Long said he has completed a storm drainage design for Stonehenge, and the deed needs to be recorded for the easement.
The council approved at its June meeting completing storm drainage work at Stonehenge.
Joe Beeson, a Wooster Road resident, attended the council's June 12 meeting and stated his concerns with running into an aging storm drain on his property while digging.
Long also said he is looking into cost estimates to complete soil boring road work in Prestwick Subdivision.
The council approved Clerk-Treasurer Retha Hicks to conduct a financial study for the soil boring work to know how much to allow for the project for the 2008 budget.
Long said the council will discuss the study at its July 24 meeting.
