Winona Council Receives CR 250E Project Update

WINONA LAKE - A cost analysis study for the CR 250E project from Pierceton Road to U.S. 30 has been conducted.

The Winona Lake Town Council received information on the study and an update on the project at its meeting Tuesday.

Bonar Group is the contractor for the project. Thomas Cicero, president of Bonar Group, and Randall Post, project engineer, attended Tuesday's meeting and presented the update and cost analysis study.

Cicero said the original project schedule has been extended due to the purchasing of the required right of way.

Cicero said the right of way needs to be cleared by the middle of December and final plans need to be submitted to Indiana Department of Transportation.

Bids will be advertised in April and the project is projected to begin in June, Cicero said.

The town is responsible for 20 percent, $693,240, of the project and federal participation will cover the remaining 80 percent, $2,772,960.

The town has written a letter to INDOT that will be submitted this week requesting the department fund $756,160 of the project.

The current estimated total cost for the project is $3,466,200. The construction cost for the project is $2,686,000 for the roadway portion, $350,000 for the construction of railroad crossing improvements that includes new signalization, lights, gates and controllers. The project also includes $430,200 for engineering construction.

The council approved a supplemental agreement for $7,000 with Bonar Group for services required for development of contract plans for the improvement of CR 250E from Pierceton Road to U.S. 30.

The council also held a public hearing during the meeting and tabled three requests for rights of way at Elder Lane, the end of Park Avenue where the road turns in Lakeshore and Kings Highway and Kings Court.

Council member Joy Lohse suggested the council look at the properties that are proposed to be vacated before approving the vacations.

The council will discuss the vacations at its Dec. 12 meeting.

The council also:

• Approved a $4,333.40 quote for lane markings on Wooster Road. The original lane markings that were incorporated into the contract with NiBlock for Wooster Road were slated to be two dotted white lines the length of the project. Revisions have been made to create a left turn/middle lane for the length of the project.

• Approved a sewer rate structure ordinance increasing sewer rates in Winona Lake from $35 to $42 for 2007. The council approved a 20-percent increase in sewer rates at its Nov. 14 meeting. Warsaw is proposing the town receive a 60-percent increase

• Approved Christmas bonuses for 12 Winona Lake town employees.

• Approved 3 percent salary increases for 2007 for Clerk-Treasurer Retha Hicks at $1,699, Town Marshal Paul Schmitt at $1,782.68 and an annual salary for Town Council President Rolly Ortega for 2007 will be $4,212. The annual salary for town council members will be $3,542.

• Approved a resolution for salaries of town employees for 2007 including: Town Coordinator Craig Allebach receive $2,374.15 biweekly; deputy marshals receive $1,542.48 biweekly; Karen Shingledecker, town clerk, receive $15.54 per hour; Ellen Swaim, utility clerk, receive $15.53 per hour; and Dick Leaf, building commissioner, receive $1,179.70 biweekly.

• Approved hiring Shannon Doppelt as an activity director for Winona Lake at a wage of $10 an hour. Doppelt will replace former activity director Kathy Schumacher who resigned in October.

Allebach also informed the council leaf pick-up in Winona Lake ends Thursday.

Ortega gave an update on upcoming events in Winona Lake, including the Holiday Festival Saturday from 10 a.m. to 6 p.m. and Second Sunday Concert Series at Rodeheaver Auditorium Dec. 10 at 7:30 p.m. [[In-content Ad]]
