Winona Council Closes Blocks Of College Avenue To Parking

WINONA LAKE - Most of the east side of College Avenue from Seventh to 13th streets will be closed to parking soon.

The town council Tuesday approved a traffic ordinance establishing no-parking areas on both sides of College Avenue from Seventh Street to Ninth Street, except on Sundays from 8 a.m. to 1 p.m., and on the east side of College Avenue from Rupe Drive to 13th Street.

The ordinance was originally heard at the Nov. 9 meeting and tabled. The first version allowed parking on both sides on Sundays from 8 a.m. to noon. It appeared in its new form during Tuesday morning's meeting and was unanimously approved.

Councilman John Boal, representing Ward 1, was presented with a plaque of appreciation for his service. Boal is moving to another ward and is giving up his council seat effective Nov. 30.

Town coordinator Craig Allebach said Comcast is planning to become a digital cable network. With that change comes higher prices. Services for basic channels increase from $13.25 to $13.99, prices for the expanded package will increase from $26.74 to $29 and standard service will increase from $39.99 to $42.99.

Jerry Nelson approached the council advising them the pier behind the Lions Club Building has been removed, but parts are still in the yard and in the lake. He said the pier ordinance indicates piers and equipment are to be removed by Nov. 1 and it is now Nov. 23.

"Why is this allowed for some and not others? Even though you're not going to answer the question as to why this was allowed," he said. "No one else leaves piers or parts anywhere else."

Jan Nelson advised the council to consider talking about rules governing bike trails, as the county government is setting policies. She said the town's involvement with the Winona Interurban trail sets the council up for liability if there is an accident.

Last month the council was approached by Brent Wilcoxson of the Village at Winona to approve 5-inch by 5-inch directional signage for the unofficial self-guided path.

The council also:

• Approved a resolution providing each town employee with a $275 bonus.

• Failed to act on a request from the fire department for a $1,500 budget transfer for lack of a second to the motion.

• Approved a $105,753 claim from Phend and Brown for street work. CR 225 was recently resurfaced from packerton Road to Country Club Road.

Noted events in Winona Lake were: Dec. 9, 11:30 a.m. employee Christmas Luncheon; Dec. 11, WLFD Christmas dinner at Westminster Hall; Dec. 12, 7:30 p.m., MasterWorks Second Sunday Series at Rodeheaver Auditorium; and Dec. 19, 2 p.m. Fort Wayne Philharmonic Christmas Concert, sponsored by the Lakeland Community Concert Association.
