Winona Approves Bond for Grace College Residence Hall

WINONA LAKE -- Grace College is one step closer to having a new dorm on its campus.

Winona Lake Town Council Tuesday approved an ordinance for a $3 million economic development revenue bond.

The bond will allow the college to build a new residence hall between the science building and Beta Hall that would house 56 students. There also will be two to three employees hired for the building’s upkeep.

Councilman Greg Winn made the motion to approve the bond, seconded by councilman Bruce Shaffner.

Councilmen John Boal, Randy Swanson and Philip Hood also voted in favor of the bond.

The council previously  approved a resolution for the bond at its April 12 meeting.

Also during Tuesday’s meeting, the council approved hiring Gene Seiman as the town’s new building commissioner.

He replaces Dick Leaf, whose last day is Thursday after 16 years of service with the town.

Seiman, who has served on the Winona Lake Plan Commission, and currently is president of the town’s Board of Zoning Appeals, said Tuesday he is looking forward to serving the town.

“We had several applications for the position and Gene was an excellent match with his technological background and his involvement with the community,” Winn said.

The council approved a $47,034 change order for the Wooster Road lift station project to move it north of the road.

Grace College will pay for the change order and reimburse the town.

In other business, the council approved a vacation of public way on Court Street.

Boal informed the council he met with Department of Natural Resources officials in Indianapolis Monday to pursue grant funding for recreation trail improvements.

Boal said the maximum amount on the federal grant is $150,000, and the deadline to apply is May 1.

Boal said he has talked to three local organizations who have expressed interest in matching the grant if the  town receives grant funding.

Town Marshal Paul Schmitt said he will submit a proposed ordinance to the council that addresses skateboards and longboards in the town.

He said there have been issues with skateboard users going down the hill at 9th and 12th streets to Park Avenue that may pose a safety risk. He said unlike bicycles, skateboards don’t have brakes.

“We don’t want to discourage skateboarders, but want to make the roads more safe for those who use skateboards and longboards,” Schmitt said.

Clerk-Treasurer Kent Adams said the town will meet with department heads to discuss the 2013 budget. He thanked District 18 State Representative Dave Wolkins for his service.

Wolkins, who attended the meeting, requested the town look at its ordinance on trailers that are not hooked onto vehicles.

Wolkins said there had been a trailer on 9th Street that was not hooked to a vehicle that was there for an extended period of time.

Allebach said the town has a trailer ordinance that states detached trailers need to be off the street from 10 p.m. to 6 a.m.

Allebach said the ordinance could possibly be updated to include a monthly or weekly time frame for trailers on streets in the town.

Upcoming Winona Happenings include a Winona Lake Fire Department Pancake Breakfast Benefit May 5 from 7 a.m. to 11 a.m. at the fire department. Cost is $5 per person to benefit Rick Glass, WLFD firefighter, with medical costs.

On May 12 at 9 a.m. Kosciusko Runners’ Association 5K starts at the Kosciusko County Fairgrounds and goes through Winona Lake.

On May 19-20 the Fat & Skinny Tire Bike Fest is at Winona Lake Park and trails.

Grace College graduation is May 19.

On May 20 at 1 p.m. the Arthritis Foundation Walk is at Winona Lake Park.

The Warsaw Breakfast Optimist Club Cruise In is May 20 and will go through Winona Lake.[[In-content Ad]]
