Who Can Kill?

I saw a smiling picture of the vice president in the Times-Union, or does viper fit better? The picture made him appear to possibly be a stroke victim.

My question is, was this before he pushed very hard for the bombing of Serb European civilians with Clinton or after?

Understand one thing: You may kill if you have a government-endorsed hunting license. Once you have that, you can kill hundreds or even tens of thousands and be called a patriot while a poor individual who kills someone in a stick up at a liquor store gets the gas.

Moral? You can kill as many people as you want if the state authorizes it under national defense or security. But Biden is a piker compared to the war crimes of most of our presidents.
