WHA Works To Correct Financial Reporting

Corrections to financial reports of the Warsaw Housing Authority delayed approval of the reports at Monday's board of directors meeting. A special meeting is set for next Monday to accept those reports.

According to Angie Shirk, executive director of the WHA, the board's treasurer, Sherri Ruggier-Milton, wants the agency's accountant to do the reports differently because the allocations are not as they should be. However, the accountant is not sure what changes are needed and Ruggier-Milton did not attend Monday's meeting due to illness.

Shirk said the changes are simple enough to take care of over the telephone, but would need to be handled by Ruggier-Milton.

The WHA board will meet at 5:15 p.m. Monday in the law offices of Lemon, Armey, Hearn & Leininger to approve the corrected financials.

In other business, the board told Shirk to submit additional information with the Owner-Occupied Rehabilitation outstanding loans only if they become of concern to her for lack of payment.

Shirk said the agency is beginning to see some delinquencies in loan payments and one client is allegedly in bankruptcy proceedings, although the WHA has not received official notification of that.

Future reports will include a history of the accounts, noting the original loan amount and the amount due. Board member Tom Lemon told Shirk that since the amounts due each month on the loans are not large she shouldn't spend a lot of additional time on the report. For clients who become frequently late on payments, Lemon said, Shirk could make a notation for the board to review.

The board also approved an Internet and general computer usage guidelines policy.

Shirk told the board that the Department of Housing and Urban Development auditors will look for such a policy to be in place during the upcoming audit. The agency's fiscal year ended Sept. 30 and the audit is set for Dec. 7 and 8.

The policy states that Internet and e-mail usage must be tasteful and representative of the agency and that downloading must be approved by the director because of the potential for importing a virus or just taking up excess space in the computer's memory.

As another precaution against computer viruses, the board voted to allow an anti-virus program to be installed on the agency's computers.

Board members Lemon, Bob Kline, Sue Charlton and Dennis Cultice also heard about changes to the WHA administrative plan. Most of the changes were regulatory and needed only acceptance by the board since HUD requires the changes.
