WCS To Advertise $54M Budget For 2006

Warsaw School Board Monday approved the advertisement of the 2006 proposed budget.

Warsaw Schools Chief Financial Officer Kevin Scott said he had budget work sessions with each of the board members. The last day to approve a budget for 2006 is Sept. 20, but Scott said he will ask for the board's approval of the budget at their regular Sept. 19 meeting. The budget hearing is scheduled for Sept. 6.

The total of the proposed 2006 budget is $54,233,086, up from the 2005 budget of $50,312,247. Budgets are advertised high because they can always be cut but can't be increased.

The general fund of the budget includes salaries, wages, utilities and supplies. The estimated 2006 general fund is $38,003,027, up by approximately $1.46 million from the 2005 budget of $36,541,447.

Debt service for 2006 is proposed at $4,418,979, compared to $4,315,066 in 2005. Payment of pension bonds is down from $543,224 in 2005 to a proposed $541,555 in 2006.

The transportation fund will be advertised as $2,423,260 in 2006, up from the $2,099,582 that was approved for 2005. Bus replacement fund for 2006 is estimated at $694,575, up from $182,000 in 2005. The bus replacement fund varies depending on how many buses the school corporation needs to buy.

The proposed 2006 capital projects fund is to be advertised at $6,857,027, up about $1.2 million from 2005's $5,626,750. The capital projects fund includes the cost of the removal of one closed building for an estimated $110,000. The CPF utility transfer for 2006 is $948,894, up from 2005's $674,636.

The last proposed fund in the 2006 estimated budget is the preschool fund, to be advertised at $345,769, up from $329,542 in 2005.

In other business, the school board:

• Heard from school board president Ron Yeiter that the investigation into former Warsaw Schools superintendent Dr. Dave McGuire cost an estimated $6,185.50. McGuire resigned in July.

• Approved six change orders totaling $3,585.19.

• Approved a new teacher orientation stipend. This year, the school corporation required that new teachers attend the orientation.

• Introduced Ralph Bailey as the interim superintendent. Yeiter said Frank Bush from the Indiana School Board Association will assist the Warsaw School Board in formulating the process to hire a new superintendent. Yeiter said he will e-mail the school board members to see when they are best able to meet.

• Heard a report from assistant superintendent Dr. Sandra Hess on district accreditation.

• Approved personnel recommendations, including: Amanda Bailey, temporary contract, first grade, Eisenhower; resignation of Miriam Kline, Madison kindergarten teacher; resignation of Rebecca Dill, chemistry teacher, Warsaw Community High School; resignation of Tracy Furnivall as WCHS men's varsity assistant basketball coach; resignation of Rick Orban as WCHS assistant men's tennis coach and hired as head varsity coach; Jan Orban hired as varsity assistant men's tennis coach at WCHS; Kyler Carter, hired as sixth grade teacher, Jefferson; Stacey Wilhite, hired on temporary contract as WCHS English teacher; Peggy Toedter, hired as science teacher at WCHS; David Clark, hired, as business teacher teaching computers and vocational careers at WCHS; and Erica Purvis, WCS treasurer/accounting coordinator.
