WCS Concerned About Rising Gas, Electric Costs

Costs for gas and electric for Warsaw Community Schools for 2006 may be more than 50 percent more than 2005 by year's end.
WCS Chief Financial Officer Kevin Scott provided the school board Monday with energy costs for the corporation. In 2003, gas and electric totaled $1,434,549, then increased to $1,534,061 in 2004. The costs then decreased to $1,486,473 in 2005. Based on consumption and prices for WCS this year, Scott estimated the 2006 total will be $2,241,379. For the 2007 budget, he estimated $2,409,344.
"It's a significant thing we continue to keep an eye on," he said.
Jennifer Shepherd, Warsaw Community High School assistant principal, reported to the board that all the money has been raised to have Tony Award-winning actress Faith Prince perform during the WCHS Performing Arts Center Gala Sept. 16 at 7 p.m. Tickets are available for $20 each by calling 574-371-5099, Ext. 2374. Of the 990 seats available, about 240 tickets have been sold. Publicity efforts are continuing.
Tours of the Center will be Sept. 17 from 1 to 4 p.m. following a dedication ceremony for all the new facilities at 1 p.m. in the Center.
In other business, the school board:
• Approved the purchase of a new outdoor walk-in cooler/freezer for the Career Center kitchen at WCHS to replace a current unit. The unit will be purchased from Indiana Restaurant Equipment, Warsaw, for $226,750.
• Approved the extension of administrative contracts through June 30, 2008. The contracts were to expire June 30, 2007. Compensation will remain at the current rate until contract settlement is reached with the Warsaw Community Education Association.
• Gave permission for Scott to advertise publication of notices to taxpayers for the 2007 budget. The notice informs taxpayers of the public hearing of the 2007 budget on Sept. 5.
The 2007 budget includes approximately $39 million for general fund; $4 million for debt service fund; $8 million for capital projects fund; $2.8 million for transportation/operating fund; $661,500 for bus replacement fund; $345,204 for special education fund; and $543,330 for retirement/severance bond debt service fund.
• Approved three changes for the WCHS building project at no cost to the corporation.
• Accepted two Adult Education Grants for Child Care totaling $10,000, given by the Kosciusko County Foundation. One grant is from the Kosciusko REMC for $1,000, and the other grant is for $9,000 from Thomas LeHew.
• Approved the school district's profile and pamphlet. The pamphlet will be on the school corporation's Web site, and available at the schools and the Chamber of Commerce. Administrators may hand them out at service organizations in which they are members.
• Approved personnel recommendations.
Resignations included Wendy Jagger, special education teacher, Lincoln; Scott Herbert, industrial arts teacher, Lakeview Middle School; Nikki Wood, assistant women's freshman basketball coach, WCHS; Brian Elvidge, assistant wrestling coach, WCHS.
Increases in contracts: Sheila Groninger, from part time to full time, kindergarten teacher, Washington; Sherry Searles, temporary contract as a half-time kindergarten teacher and half-time first-grade teacher, Harrison; Lauren Snyder, half-time kindergarten teacher, Jefferson.
Hires: Lydia Burton, special education, Lincoln; Angela Madeford, speech and language pathologist with the special education cooperative; Susan Wagoner, part-time mental health therapist, Alternative Learning Center; Scott Sterk, boys basketball coach, Lincoln; Scott Moore and Michael Bradley, seventh-grade football co-coaches, LMS; Andrew Bass, eighth-grade head football coach, LMS; Brooks Huffer, eighth-grade assistant football coach, LMS; Kristopher Hueber and Steve Ferber, assistant freshmen football co-coaches, WCHS; Bob Turner, science department coordinator, WCHS; Sarah Wappes, business department chairperson, WCHS; Jennifer Day, school nurse, Madison.

• Was reminded school board election filing period ends Friday at noon. Districts 1, 2, 5 and 7 will be on the ballot for the fall 2006 election.
• Heard reports from Assistant Superintendent Sandra Hess on the early release staff training held in April and the administrative retreat.
• Heard a report on WCS's summer school programs from Washington Elementary Principal Tom Ray and Director of Reading Camp Dan Graney.
Eighty-seven classes were offered for grades K-12, with 1,452 students serviced. There were 78 teachers and 46 assistants or support personnel. Reading Camp for grades one and two focused on literacy groups and Writer's Workshop. Jump Start for grades three through nine focused on ISTEP test prep, with an emphasis on Writer's Workshop.
