Wawasee Handles 2008 Budget Issues

In budget matters, the board approved a resolution to adopt the 2008 Capital Projects Fund Plan. This plan covers 2008-10.
The Bus Replacement Plan resolution was approved. This covers 2008-17.
A resolution to authorize reduction also was approved. Since a budget for 2008 must be in place, and revenues and appropriations must balance, the board understands that not all budget appropriations will be expended. The resolution enables the board to make reductions from the 2007 budget to help achieve a balanced 2008 budget. The corporation treasurer, at his discretion, is authorized to reduce the operating balance of the Debt Service Fund "... to a level that can reduce the tax rate yet maintain sufficient cash balances at year end ... to ensure payments of debts."
A tax neutrality resolution was approved, which requires the school corporation to reduce the levy for one or more of the appropriate funds in 2008 by "... an amount equal to the levy for debt service on its Taxable General Obligation Pension Bond of 2003." This is required to fund all bonds the school holds.
Appropriations approved by the board through Dec. 31 include:
Total general fund, $22,863,900; debt service fund, $2,704,710; capital projects fund, $7,552,200; transportation fund, $2,014,059; bus replacement fund, $429,333; special education preschool fund, $298,150; and retirement services bond debt, $747,054.
Total of all funds is $36,609,406.
In other financial matters, figures for the month ending Aug. 31 are:
Beginning balance, $16,601,228.40; receipts, $4,170,207.18; disbursements, $5,736,826.10; and ending balance, $15,034,609.48.
The board accepted $300 from The Women of Today. This money will be distributed among the corporation's schools and can be used as needed.
Milford PTO provided $10,000 for the purchase of six Smart Boards, to be used at each grade level in Milford School. A Smart Board is an interactive computer system coupled to an overhead projector that allows students to work in any subject. The donation includes needed software and installation.
A donation of $1,000 from the estate of Charles Stiffler also was accepted. Stiffler was an avid lover of books, and his estate made this donation for the purchase of library books for the high school.
The board recognized five WHS students who were selected to attend Indiana Boys and Girls State, held annually on the Indiana State University Campus. Attending were Laine Abbott, Julie Cline, Alyssa Gortney, Sam Patrick, and Tyler Wear. All but Abbott were present to receive certificates from the board.
Wawasee Academy Director Sharon Sigler presented an overview of the Academy's program, using figures from the 2006-2007 school year, and beginning figures from this year. In the previous school year, 134 students earned credits through the Academy. Thirty-one students graduated with help from the Academy, five earned GEDs and 12 passed the GED practice test.
Academy enrollment for the current school year includes 62 regular students and 21 credit recovery students.
In a statement distributed to board members, Sigler said: "We have had a good start with lots of participation. Nineteen of the students attend full day. The rest of the students are committed to four hours a day and working 15 hours a week. We have two new assistants that are doing an excellent job. So far students have earned a total of 10 credits. Several students will have earned a credit within next week.
"We are in the process of finding a replacement for the PLATO program that we currently use as the foundation of our curriculum. A team will be traveling to New Albany, Indiana, on Thursday to view the Novel Stars packaged curriculum. The program is currently used in 90 counties in Kentucky, and 12 corporations in Indiana."
The board also discussed creating a fund to help students who have difficulty paying GED fees. This will be looked into further.
The board approved the following support personnel for employment: Kimberly Horn as a five-hour-per-day instructional paraprofessional at Wawasee Academy; Lisa Flon as a 2.5-hour-per-day special education paraprofessional at Milford School; Tyson Niles as a 29-hour-per-week Title 1 highly qualified and parent involvement paraprofessional at Syracuse School; Anita Kuhn as a special education paraprofessional at North Webster School; Debbie Steuer as a Title 1 highly qualified paraprofessional at North Webster School; Christy May-Lawrence as a five-hour-per-day Title 1 highly qualified paraprofessional at North Webster School; and Malcolm Winstead Jr. as a temporary ESL paraprofessional at Wawasee High School.
Lisa DeWitt is transferring to the open 4.5-hour-per-day cafeteria position from her three-hour cafeteria position at Wawasee High School.
Vondria Netzley, WHS special education paraprofessional submitted her resignation effective at the end of the 2006-2007 school year, and Maricela Melendez has verbally submitted her resignation as a temporary ESL paraprofessional at WHS.
The board accepted for certified personnel employment Jane Modesitt as a temporary hearing impaired teacher, from Aug. 24 through Sept. 28.
