Waste District Surprised By Two-Year-Old Bill

Surprised by the appearance of a $90 invoice for work supposedly performed two years ago, the Kosciusko County Solid Waste District chose not to honor the debt Tuesday.
Director Sue Studebaker said the February 1999 Sands Office Equipment invoice indicated payment due for fax machine repair.
"I wasn't here then," she said. "And there is no one to verify the work."
County auditor Sue Ann Mitchell, who serves as the district's financial controller, too, said bills this old are rejected by the county.
"It's past the appropriate time to submit a bill and it's not encumbered," the auditor said.
The board approved several appropriations related to the move from Center Street to Union Street, from the recycling services account.
Studebaker cannot understand why no jail trustees are available to work at the depot.
She said she set a schedule, had that schedule approved by the sheriff, but when she calls the day prior to needing a trustee she is told to call back the next day.
When she calls back the next day she is told no one is available.
Asked by county commissioner Ron Truex who she was working with at the jail, Studebaker said Lt. Dave Curtis. Truex said he would look into the matter and she could begin planning work for trustees to do.
Studebaker said Rachel Brandenburg left her position abruptly, leaving the district without an educator.
Director Sue Brandenburg said advertising has resulted in several applications, but it will be difficult to fill the position with someone with Brandenburg's qualifications.
The job pays a maximum of $20,000 per year with no benefits. The board decided to make the position part-time and pay on an hourly basis.
In other business the board:
• Heard from board president Joe Thallemer said Warsaw is planning a recycling program, beginning with the establishment of a task force which will begin meeting after the winter holidays.
"We want to work out a logical, reasonable, workable plan," Thallemer said adding the task force will include a citizen from each ward.
• Changed the monthly meeting times to the second tuesday of each month beginning at 7 a.m.
• Heard the State Board of Accounts has not finalized its investigation of accounts managed by former director Marsh Eikenberry-Strieby.
• Heard a ribbon-cutting ceremony will be held at 9 a.m. Saturday, to begin the day-long open house at the KC Recycling Depot.
KCSWD board members are Joe Thallemer, Mayor Ernie Wiggins, Maurice Beer, Ron Truex and Rolly Ortega. Avis Gunter and Brad Jackson were absent. [[In-content Ad]]
