Waste District Hears Budget Report From Recently Hired Controller

Certified Public Accountant Kevin Ousley, recently selected financial controller for the Kosciusko County Solid Waste District Board, attended the meeting Wednesday and presented both an appropriations report for February through April and a current claims report.

The May budget balance is projected to be $217,084.30. The claims were reported as $23,280.24.

Director Sue Studebaker requested a credit card be obtained by the district for expenditures, which the board approved. Currently Studebaker charges her personal credit card for expenditures and is later reimbursed.

A joint meeting between the board and Citizens' Advisory Committee was set for June 13 at the Creighton Brothers composting site, where Dale Custer, Superior Excavating, will demonstrate the windrow machine he is leasing from the board for three years.

Studebaker reminded members that the $10,000 in-kind services Custer is expecting for his services haven't been appropriated.

"We would pay what the customer would pay to drop off yard waste for composting," Studebaker said.

She said marked bags would be available for people to fill and drop off at the site. Contents would be composted and then made available to the public for a fee.

Studebaker also recommended $5,000 be set aside to purchase a portable loading dock for the Union Street facility so baled recyclables could be loaded onto a semi.

Ron Truex said a forklift may be a more suitable purchase for that job and others when the Union Street property is functioning.

"Call Stafford (Waste) and see what they really need," he said.

Studebaker said according to state figures, Hoosiers recycle at a rate of about 8 percent.

Board members attending Wednesday's meeting were Joe Thallemer, Maurice Beer, Avis Gunter, Ron Truex, Ernie Wiggins and Rolly Ortega.

Following the regular meeting, the board adjourned and held an executive session to discuss personnel matters. [[In-content Ad]]
