Warsaw Schools Ends 2014 Mostly in the Black

Warsaw Community Schools’ finances ended mostly in the black in 2014, according to Chief Financial Officer Kevin Scott.
He presented a brief financial recap at the school board’s public work session Tuesday afternoon.
Scott said the school district had a good year in its general fund, with revenue ($46,826,791) exceeding expenses ($46,534,377). The transportation fund also ended in the black, with revenue ending at $2,905,545 and expenses at $2,821,940.
One fund that ended in the red was the capital projects fund with revenue at $6,727,097 but expenses at $6,795,116.
Scott attributed that to costs last winter such as snow plowing.
“Every time snow plows hit the parking lots for us, it’s about $9,000,” Scott said.
So far this year, the snow fall hasn’t been as bad as 2014, he said.
Debt service and pension debt funds also were in the black in 2014, as expected, he said.
Scott also gave the board a brief presentation on purchasing cards.
At its regular meeting Monday, the school board will consider a resolution authorizing issuance of individual procurement cards – purchasing cards – with the Bank of Montreal.
Scott said the school corporation looked at purchasing cards or credit cards for some time. The four cards it once had was reduced to one, kept at the administration building. Having just one has led to some “significant” problems in the past, he said, so the district has investigated solutions.
After learning about the Bank of Montreal and the purchasing cards it offered, Scott said he had a representative talk to WCS officials and they were very  impressed with the program.
“We’ll start small – a card or two,” Scott said. “We can turn on and off the credit limit at any time.”
He said the cards will provide the school corporation with a great amount of control. There also is a rebate with the cards of 1.1 percent, saving the corporation some money, and the cards should be accepted wherever MasterCard is taken.
“We’ll start slow and see how our experience goes,” he said. “We will ask for approval Monday.”
Scott also reported that Warsaw Community Schools was again selected as one of the Indiana districts to be awarded a $14,000 grant from the state Department of Education to offer a summer eLearning conference.
Warsaw’s two-day e3 Technology Conference this year will be July 27 and 28.
For the last matter Tuesday, Chief Academic Officer David Robertson and Jefferson Elementary School Principal Kyle Carter presented the 2015-16 school calendar.
Carter said the draft was created and presented to the board last year. “We didn’t modify a lot from the calendar we submitted last year,” Carter said.
Good Friday was added as a day of dismissal in 2016, he said.
Also, all three of the snow makeup days WCS normally has built into the calendar were moved to the end of the year. If no snow makeup days are used, the last school day will be May 23, 2016. If the three snow makeup days are required, May 26 will be the last school day.
The first student day for 2015-16 will be Aug. 11, with the end of the first semester being Dec. 18.
Jay Baumgartner, board member, said his only wish was that spring break was moved up a week to coincide with Good Friday.
Carter replied that spring break for Warsaw is typically the first week in April and some families may already have their vacation plans scheduled for that time.
Board President Jennifer Tandy said a motion to approve the calendar will be considered at Monday’s meeting.[[In-content Ad]]
