Warsaw Planners Introduced To Proposed Tattoo Zoning Amendment Ordinance

Warsaw Plan Commission members were introduced to a proposed amendment to the zoning ordinance for tattoo parlors during Monday night’s meeting.
Warsaw City Planner Jeremy Skinner presented the proposed ordinance to the commission for review.
“I did not want you to have something you had not seen and expect you to vote on it without addressing concerns you have first,” Skinner said.
Skinner asked the commission members to review the ordinance proposal before the July 11 plan commission meeting when a public hearing is scheduled to hear comments from the public.
He asked the members to provide feedback to him on the ordinance proposal after they review the ordinance.
The commission, at the July meeting, is scheduled to vote on a recommendation to the Warsaw City Council. The council will review the amendment at its August meeting.
The proposal would be an amendment to allow Commercial-2 as special exceptions, and allow C-3, C-5, and Industrial-2 and I-3 as permitted uses for tattoo establishments.
The city council is asking the plan commission to look at the text of the current zoning ordinance to determine where tattoo parlors are permitted within the zoning districts as outlined per the zoning ordinance.
Currently, tattoo parlors are not permitted by right in any zoning district, but permitted by special exception.
Warsaw Board of Zoning Appeals, at its May 23 meeting, approved granting Hank’s Tattoo and Take Action special exceptions to be located at the sites.
However, the board approved the exceptions with restrictions that say that signage can no longer say “tattoo,” “body piercing” or “body art” that is visible form the roof, wall, windows or from the road.
Jeff Brown, speaking on behalf of Take Action, spoke during Monday night’s plan commission meeting.
“I have taken an interest in coming to these meetings, and please don’t assume when a man attends a meeting with tattoos he is here to start things,” Brown said. “I’m just as interested in this town and its well being as you are.”
Plan commission member Jeff Grose said he appreciated the audience attendance and participation, and commission president Tom Allen agreed.
“You brought this to the public attention and we will look at the proposed ordinance and make a recommendation to the city council,” Allen said.
Hank Hernandez, Hank’s Tattoo owner, attended the meeting and said with things that have transpired with the word “tattoo,” it has brought the community together.
“Let’s stay concerned about the town, and I am here to learn more about what is going on in the town,” Hernandez said.
The commission also was introduced to a proposed sign ordinance.
The ordinance proposal states in a C-2 district, freestanding signs must not exceed eight feet in height and 32 square feet in area.
For the C-3 zoning, the sign proposal states 150 square feet maximum is allowed per individual sign with a 24-feet maximum height.[[In-content Ad]]
