Warsaw Planners Delay Final LRC Decision

No final decision was made Monday by Warsaw Plan Commission on a request by LRC Products Inc. to vacate the plat for the Rolling Hills subdivision.

Steve Snyder, LRC's attorney, said the real estate is no longer suitable for their intended plans.

Board members looked at whether or not conditions have changed on the plat and whether or not vacating the plat is in the public's best interest.

Before discussion began, board member Bill Baldwin, also a resident of Rolling Hills (a subdivision neighboring with LCR), excused himself.

The board voted to deny vacation with only three votes.

Commission president Joe Thallemer said the board needs at least four votes to take action.

"Basically, we'll have to continue this. There's no option," Thallemer said.

Board member Alan Clingan expressed concern that too much weight will be put on Keeven with his vote. Clingan is also concerned that residents are treated fairly.

Discussion will continue on LRC's proposal at 7 p.m. April 10th. The public hearing portion will be closed.

The commission also officially renamed CR 150W as Silveus Crossing.

City Planner Jeff Noffsinger asked board members at last month's meeting to think about possible names for the street.

He presented a list of five possible street names to the board Monday.

The list included Silveus Crossing or Pike, Jeff Plank Parkway, Polk Parkway, Biggs Trail and Max Truex Drive.

The name is honor of former councilman Mac Silveus.

Silveus served 12 years as Warsaw city councilman and serves on various community boards and committees.

In other business:

• David Van Vactor, owner of Lakeland Properties LLC requested secondary approval from the board Tuesday.

Van Vactor is proposing a three-phase development plan for construction on his apartments.

"Ideally, our cycle will be 12 months for all three phases," Allen Collins, representative for Lakeland, said.

Baldwin said, "It seems to have met the conditions we imposed."

But board member Jeff Grose voiced concerns about traffic on Union Street increasing as a result of the apartment construction.

"I don't see this as something I can support," Grose said.

Thallemer said he hopes the Logan Street project will alleviate traffic problems on Union Street.

The Logan Street project includes a bridge addition and a sanitary sewer system in Shady Crest. The project is scheduled to begin in April and finish by the end of the year.

"I'm with Jeff," Clingan said. "I have a lot of problems with the traffic. At peak times, these roads are downright impassable."

Board member Dewey Lawshe said the traffic commission and Lakeland Christian Academy will have to discuss the traffic situation further.

Clingan was still not in agreement with the rest of the board when the final vote for approval was cast.

Construction is scheduled to start today.
