Warsaw Mayor Thallemer Gives State Of The City Address

Warsaw Mayor Joe Thallemer highlighted the city’s accomplishments of 2012 and reviewed the city’s goals for 2013 Tuesday night.
Thallemer gave his state of the city address during the Warsaw City Council meeting in slide-show format.
The 11-page address can be viewed in the mayor’s office.
Thallemer said the city produced a strategic plan that established a course for the city for the next three years.
“The city must provide the leadership to further progress, but it is with collaboration that we will succeed,” Thallemer said.
He thanked local entities for their collaboration with the city, such as Warsaw-Kosciusko Chamber of Commerce, Kosciusko Economic Development Corp., Warsaw Community Development Corp., Orthoworx, Kosciusko County government, Winona Lake, Kosciusko Community Foundation, K21 Foundation, Grace College, Trine University, Ivy Tech, and Warsaw Schools.
Thallemer reviewed strategic plan goals.
One goal is growth management. Thallemer said in 2012 the city completed a comprehensive bike and walk pedestrian plan, rewrote its sign ordinance, initiated a downtown parking study, and annexed 110 acres of land west of Ivy Tech that now includes a Northern Tax Increment Financing District and Certified Technology Park.
In 2013 the city will work on a new comprehensive plan to replace the current one that dates back to 1998. The city will be participating in two important planning projects this year, Thallemer said.
There will be a study and planning design meeting involving the Gatke property, Little Crow building re-use, and the Market Street corridor and its function and connection to the downtown.
The second project is to begin the process of creating a comprehensive plan.
The city is engaging Ball State University to implement the study and design meeting of the properties and corridor.
“This project will focus on the redevelopment and creation of a very important corridor within the city of Warsaw,” Thallemer said.
Warsaw Building and Planning Department will coordinate the start of the Husky Trail Road Project with the bulk of the preliminary engineering to be completed this year, right of way engineering to begin at the end of the year and completion of the acquisition of right of way in 2014.
There will be public hearings throughout the project as the city completes it over the next 3 years.
Thallemer spoke about business retention and expansion.
In 2012 and this year the city had developed relationships and had on-site visits with orthopedic and other corporate CEOs.
Through Orthoworx collaboration, the city has explored the reality of an Orthopedic Specialty Clinic in Warsaw that will collaborate with orthopedic manufactures to provide research and clinical testing.
Another goal is business attraction.
Expansion of Winona PVD Coatings will occur this year, creating new jobs in the technology park.
The first initiative will be to work with private developers to construct an expandable shell building available for immediate occupancy.
Another goal is encouraging development and redevelopment efforts within the central downtown business district.
The downtown parking study has been completed with emphasis on providing less restrictive space for merchants and employees to park. Possible plans are to expand the downtown plaza and add a possible additional day to the market.
Other goals are continued communication with the community.
In 2013 the city will work with Winona Lake to finish the connection of the bike and walk project to the Heritage Trail to Smith Street.
The city also will work with the county to engineer a bridge on CR 300N to accommodate pedestrian traffic from Sheldon Street to Madison School.
Other goals are to explore further collaboration with the county and Winona Lake to enhance community assets.
Another goal is to support a balanced mix of safe, stable and desirable neighborhoods within the community.[[In-content Ad]]
