With its collection, services and variety of programs, Warsaw Community Public Library patrons have known for years they get aÊgood return for their money.

The library captured national attention this month as one of the top 10 libraries in the nation for services to its population by Hennen's American Public Library Ratings, or HAPLR.

Public relations associate Jo Ann Byers advised the library board of trustees of the distinction at the board's meeting Monday.

Statistical data such as cost per circulation, visits per capita and funding per capita are tabulated to produce the HAPLR Index ratings.

The HAPLR Index uses six input and nine output measures. Author Thomas J. Hennen Jr. scores each library within a population category to develop a weighted score. The population categories change at 1,000, 2,500, 5,000, 10,000, 25,000, 50,000, 100,000, 250,000 and 500,000.

WCPL was 10th in the 10,000 to 25,000 population category, scoring 859 points out of 1,742.

HAPLR 2002 is featured in the October 2002 issue of American Libraries magazine, a publication of the American Libraries Association.

As a whole, Indiana libraries ranked second in the nation behind Ohio.

Also in the region, the South Whitley Public Library received a first-place ranking for service to its community.

Library director Ann Zydek talked about the Dekko Foundation Arts In The Library grant.

A group of 16 northeast libraries share $25,000 per year for five years, promoting visual arts the first year, music arts the second, language arts the third year and performing arts the fourth year.

The art displays in the hallways and art programs will be continued during the "music arts" year, both arts will be continued during the language art year and so on.

Financial director Rene Sweeney made note of a $1,000 memorial gift from the Altrusa Club during her financial report.

In other business, the board:

• Approved a community service policy for library employees. Employees may be paid for 52 volunteer hours per year as long as the activity is within their area of expertise.

• Heard the INCOLSA regional meeting will be held at the library Wednesday.

• Heard that copies of "Seedfolks," the 69-page book selected by the Vision Team of the Kosciusko County Community Foundation for the community read. are available in the library and other outlets.

• Heard that a book sale will be held in the sorting room Friday from 9:30 a.m. to 5:30 p.m., and every third Friday of the month.
