Warsaw Gives First Reading to Parking Ordinance

Warsaw City Council gave first reading to a downtown  parking ordinance during its meeting Monday night.
The council will need to approve the parking ordinance on second reading  at its July 15 meeting.
Kip Shuter, Warsaw Traffic administrator, and Jeremy Skinner, city planner, presented information on the parking plan.
The parking map is available on the city website at warsaw.in.gov
Shuter said there has been an issue with downtown employees parking at or near their business and then shuffling to move their vehicles after the parking time limit has expired.
“We want to give them a location to park so they don’t have to shuffle vehicles,” Shuter said.
Currently, two-hour free parking is established throughout all on-street parking locations in the downtown area.
There are a total of 346 parking spots with a two-hour time limit located between Buffalo Street on the west, Indiana Street on the east, Jefferson Street on the south and an alley on the north.
According to the original parking plan, parking beyond the two-hour limit during the hours designated either on the street or in any city lot, except on Saturdays, Sundays and the holidays, will result in a fine of $10 with $20 assessed for each subsequent hour of overtime parking.
In addition to the spots on the street, a total of 150 off-street two-hour parking spots also exist throughout the downtown area.
Currently, there are no free unlimited parking spots on-street and a total of 63 free unlimited spots located off-street south of the railroad tracks on Jefferson and Lake streets and South of the railroad tracks at the corner of High and Jefferson streets.
According to Shuter, the new amendment would open up 97 parking spaces from two-hour parking to unlimited free parking. The new plan will create nine  two-hour parking spaces and 29 spaces in free unlimited parking. The free unlimited parking areas will be moved to outside areas that according to Shuter are little or seldom used.
Warsaw Mayor Joe Thallemer said the city wants to make it easier for merchants to operate their businesses and for patrons to visit the businesses.
“The general strategy was to create unlimited spaces for employees and to keep the central area available for patrons,” Thallemer said.
The ordinance states free two-hour parking from 8 a.m. to 5 p.m. and handicap parking is allowed Mondays through Fridays on either side of Buffalo Street from Fort Wayne to Jefferson streets; either side of Center Street from Washington to High streets; south side of Center Street from High to Detroit streets; south side of Center Street from Columbia to Washington streets; and either side of High Street from Market Street north to the first intersecting east-west alley.
Other two-hour free parking spaces are either side of Indiana Street from Main to Market streets; either side of Lake Street from Main to Jefferson streets; either side of Main Street from Lake to Buffalo streets; south side of Main Street from Buffalo to Indiana streets; and either side of Market Street from Washington Street to one half block east of High Street.
The ordinance states the city lots designated for daily free parking with no time limitations include portions of the main city lot located between Buffalo and Indiana streets and north of Jefferson Street.
The ordinance also allows for free parking with no time limitations in the city lots south of the railroad tracks on Jefferson and Lake streets and at the corner of High and Jefferson streets.
Parking penalties beyond the two-hour limitation during the hours designated will result in a $10 fine for the first hour of parking beyond the two-hour parking; a $20 fine for subsequent hours.
Other penalties are a $50 fine for each instance of a non-handicapped person’s vehicle parking in any space designated handicapped; and a $10 fine for double, improper and alley parking and blocking driveways and parking in a no-parking area.
