Warsaw Board Of Works Approves Contract For Wastewater Consultant

When the contract language is clarified to the city attorney's satisfaction, Richard Huyck of Muncie will make recommendations regarding the wastewater treatment plant laboratory.

Warsaw Board of Works members Mayor Ernie Wiggins and Jerry Patterson approved the proposal, which indicates Huyck will review the NPDES permit and testing procedures used in the lab, and familiarize himself with personnel and their competency.

He also will detail training and equipment upgrades and provide the training sessions at a cost not to exceed $7,500.

Attorney Mike Valentine said a few things needed to be clarified in the contract, asking how many hours Huyck actually will work.

Richard Denny of Jones & Henry Engineering, the current Class IV operator at the plant, said he would get the answers.

Huyck is director of the Muncie Sanitary District.

Currently, wastewater test results are being backed up by Turner Technology. The Turner results are sent to the state.

Additional personnel, two men from Jones & Henry Engineering, Denny and Doug Brookhart, are overseeing plant operations as part of remedial action taken by the city since the toxic spill into Walnut Creek this summer.

Consideration of Huyck's services are another item on the board's action list to document the facility's operation during and since the incident, a move Wiggins said had to be done to put the city in "a more comfortable position than we're in now."

Board of Works members will meet in executive session in Indianapolis with Indiana Department of Environmental Management officials to discuss pending litigation stemming from the spill.

The board also approved a brownfield site assessment grant application as requested by city planner Jeff Noffsinger.

The proposed properties to be tested are two parcels. One is owned by the former Tinkey Oil Co. and the other by Donald Bixel. Bixel's property lies along Market Street, with the Tinkey property to its south and extending to the railroad tracks. No matching funds are required from the city. Both properties have long been abandoned and neither owner has paid property taxes in years.

Noffsinger said there is interest in the property, pending the results of the environmental study.

In other business, the board:

• Heard from sewer collections office manager Jane Edmond regarding part-time employee Brandon Aylor. His job description has changed since Edmond plans to retire and he will be paid $9.39 per hour for the new position.

The board also approved hiring Robert Miller at the wastewater treatment plant, one of six approved hirings at the facility.

• Approved payment of $55,661.06 to Jones and Henry Engineers for work on the new wastewater treatment plant.

• Approved a request by Fire Chief Matt Warren for Verizon Wireless cellular phones. The plan includes nine phones with three sharing 1,200 minutes and the others with 125 minutes each. Costs are $235.49 each month plus a $149.97 startup fee.

• Approved a copier lease agreement with Perry Corp., as requested by parks superintendent Jon Garber, in the amount of $270 per month.

• Approved a contract with MedStat for initial employee physical examinations, drug testing and other services.

• Approved easement deeds through the R.R. Donnelley and Sons property along Old US 30 for the Greenway project.

• Approved a January clothing allowance for parking control officer Shirley Mitchell, although her first year employment anniversary will be Jan. 21.

• Warsaw Police Department Capt. Paul Schmitt advised the board the department received a check from Wal-Mart Foundation for $700 for the Victim Service Center; a communication from Bowen Center representative Marsha Streby regarding an application for a home- and community-based care grant; and the purchase of police vehicles.

The board approved purchase of four 2003 Ford Crown Victoria cars with police packages at a total cost of $84,554.
