Warsaw Board Of Works Acts On Personnel Issues

Two personnel actions were reviewed by Warsaw Board of Works members Friday.

Probationary dispatcher Michael A. Foster was suspended two days' pay and his probationary period was extended for 90 days, from Aug. 1 through Oct. 31, according to a memo by police chief Steven C. Foster.

Fire chief Matt Warren demoted Duane Patterson from lieutenant to driver, a cut in salary beginning July 5, in another disciplinary action.

The action regarding Foster was unanimously approved by board members Mayor Ernie Wiggins, Jerry Patterson and Charlie Smith. Patterson abstained from the Duane Patterson vote, although the men are not related, with Wiggins and Smith voting for the action.

An entertainment contract with the Marcus and Megan Mullins Band for a July 27 performance date was approved in the amount of $550. The group will open for BlackHawk for Central Park's country concert.

In other business the board:

• Approved purchase of a one-truck loader and one pull-in hydraulic bucket machine from Sewer Equipment Co. of America in the amount of $46,267.

The machine will be used to clean out sewer and storm drain pipes.

• Approved a memorandum of understanding regarding insurance coverage for Earl Gene Fancil. Fancil has been associated with the fire department for more than 35 years and plans to retire soon.

Fancil did not convert his pension plan in 1979 and, thus, did not receive a $22,000 payment in 1999 and other benefits. He is now the last member of the 1937 pension plan.

The coverage will continue until Fancil reaches age 65 or qualifies for Medicare.

He also may place his wife on the coverage provided he pays for her premiums.

• Laura Kaufman of Housing Opportunities of Warsaw approached the board regarding a $300,000 Community Development Building Grant for owner-occupied rehabilitation.

Except for $6,000, $24,000 of the $30,000 local match was in cash. Part of the $6,000 was $4,218 worth of in-kind services provided by the building department for inspections.

With the resignation of Pam Kennedy in January, the inspections stopped and HOW is now $2,6145.93 short.

Kaufman said HOW now does its own inspections.

The board approved that the shortage be made up with cash.

• New employees include Adam J. Mignery for the parks department and Kent A. Vick at Oakwood Cemetery.

• A travel request for Mike Wilson to attend an Indiana Fire and Arson Conference was approved.
