Notice is hereby given that the City of Warsaw Board of Public Works will receive sealed bids for furnishing all labor and materials for the construction of the Market Street Improvements Project until 11:00 A.M. local time on December 23, 2014 at the Clerk Treasurer’s Office at 102 S. Buffalo Street, Warsaw, IN 46580. All bids received by the designated time will be publicly opened and read aloud immediately following the designated time at the Council Chambers in the City Hall at 102 S Buffalo Street, Warsaw IN 46580. Any bids received after the designated time will be returned unopened.
The project consists of constructing roadway improvements on Market Street between Bronson Street and Argonne Road; including widening of the road, milling and resurfacing the pavement, placing concrete sidewalks on both sides, storm sewer, street lighting, and other ancillary work.
The Project Bidding Documents may be obtained only at the City’s Building and Planning Department located at City Hall. A non-refundable fee of $50.00 is required for each set of Project Documents. The fee shall be in the form of a check made payable to City of Warsaw.
A Pre-Bid Conference will be held on December 15, 2014 at 1:00 P.M. local time at the Council Chambers at City Hall to familiarize prospective bidders with the proposed project and to answer any questions.
Bid proposals shall be completed and properly executed on the bid form, and must be accompanied by an executed Indiana State Board of Accounts Form 96, confirmation that copies of Addenda were received (if issued), and satisfactory bid security.
A certified or cashiers check payable to the City of Warsaw, or a bid bond in the amount equal to ten (10) percent of the bid amount must accompany each bid. All checks of unsuccessful bidders shall be returned upon selection of successful bidder. The successful Bidder will be required to provide a Performance and Payment Bond each in the amount of one hundred (100) percent of the Contract amount.
Award will be made to the lowest, responsible and responsive bidder. In determining the lowest responsible and responsive bidder, the City of Warsaw Board of Public Works will consider the Total Base Bid made for the contract. The City of Warsaw may also consider all other relevant facts mentioned in the Project Documents such as experience and subcontractors.
The City of Warsaw Board of Public Works reserves the right to reject any or all bids, to waive any informalities in bidding and to award contracts in the best interest of the City. Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof. No proposals may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) The Owner is exempt from all federal, state, and local taxes, and will not be responsible for any taxes levied on the Bidders as a result of any contract award.
