Warsaw Agrees To Pay Half Of Change Order

Warsaw will pay half the amount of a change order for a force main project for the Center Street pump station.
Warsaw Board of Public Works and Safety Friday approved the city paying  $12,400 of a $24,812.38 change order to general contractor All Star Construction & Excavating Inc. for the work.
Charlie Smith, board member, made the motion to approve the change order payment seconded by Warsaw Mayor Joe Thallemer. Jeff Grose, board member, was absent during Friday’s meeting.
EBI Consulting was the company hired by All Star to do the force main project work.
The issue was a bill from EBI Drilling Inc. for $31,812.38, a price that engineers Jones & Henry say the city should not have to pay because of a contract not met.
The contract was for replacing sewage force mains at the Center Street pump station that began in March 2012 and were completed last year.
There was an issue with the city not locating an existing force main, according to Brian Davison, Warsaw wastewater treatment utility manager.
The board previously reviewed the issue at its Sept. 20 meeting.
The contractor agreed to deduct $7,000 for city employees who helped to try and locate the main, but said EBI did not provide the city with a 48-hour notice of when they would be on site to begin drilling.
The original force main could not be located so the city had to obtain an additional easement to drill for a new line.
Davison said had the city been given the 48-hour notice all of that could have been completed.
In other business, the board entered into an agreement Friday to support Orthopedics Capital Foundation.
The agreement approved by the board Friday states the city will pay the non-profit organization $50,000 in four installments.
The city will work with the organization to develop a community, arts and convention center; promote and develop a bike and pedestrian project; expand the city’s comprehensive plan; and develop a recruitment study designed to enhance the attractiveness of the Warsaw community.
The board also approved an $825 change order for repairs to Warsaw Fire Station One for framing around the windows that need to be replaced.
The board reviewed a letter from Orange Township Fire Department thanking the Warsaw-Wayne Township Fire Department for donating diving equipment.
The board approved Warsaw Police Department seeking quotes for paving of its parking lot. The plan is to reduce the parking size of the existing visitors parking lot, and provide landscaping to the area. The quotes will be presented at the Nov. 1 board meeting.
The board approved a contract for the city advertising in the 2014 Kosciusko County Convention & Visitors Bureau Guide.
Approved was a service agreement with Peoplelink for fall leaf clean up.
The board approved a temporary road closure for Main, Indiana and Fort Wayne Streets Oct. 19 from 6:30 a.m. to 2 p.m. for Cub Mobile races.
The board approved a salary for Wayne Wilkie, Warsaw Police Department corporal, assigned to first  shift at $1,937.17 biweekly; Jordan Foreman, WPD patrol officer, assigned to second shift at $1,744.13 biweekly; and Ryan Petty, WPD patrol officer, assigned to first shift at $1,760.90 biweekly.
The board approved Warsaw Building and Planning Department establishing a change drawer to provide change for those who seek building permits from the office.
The board will meet again Nov. 1 at 3 p.m. instead of 10:30 a.m. as Thallemer will be speaking at the induction of Grace College President Bill Katip.[[In-content Ad]]
