Traffic Panel Reviews Warsaw Community Schools Parking Enforcement Contract

The current contract allows city police personnel to be allowed to regulate traffic only at Warsaw Community High School.
Warsaw Community School Board and Warsaw Board of Public Works and Safety will need to approve the contract.
Greg Schroeder, traffic commission member and WCS director of maintenance, and Kip Shuter, traffic administrator, have been working for the past eight months on the contract.
“The contract basically allows the police department to enforce traffic laws on the property of schools within the city,” Shuter said.
Shuter said the contract previously just covered parking enforcement for WCHS, but if approved will allow the parking control at all schools in the city.
Schroeder said he appreciates the city working to enforce traffic rules at all schools in the county.
“If it’s a student we can usually yank their parking permit, but usually it isn’t the students we have the most trouble with, it’s the parents,” Schroeder said in reference to parking violations.
The contract would give law enforcement the authority to regulate traffic in the following areas: the erection of regulatory, warning or school zone signage, designate intersections as a stop sign intersection or as a yield intersection, regulate pedestrian crossings of any roadway or parking area, and designate safety zones and fire lanes.
The regulation of traffic on WCS properties will be determined by common traffic engineering practices.
WCS will need to post signs on its properties indicating that the parking and traffic regulations are enforceable by WPD.
The contract states the cost of planning, installation, maintenance and enforcement of parking and traffic regulations will be completed by WCS.
Shuter said the contract would allow law enforcement to enforce parking for those whose cars are parked in front of the school unattended that are parked in areas designated as no parking zones.[[In-content Ad]]
