Traffic Panel Reviews Downtown Parking Surveys

Warsaw is working to develop a comprehensive parking plan that provides convenient and affordable parking options for downtown visitors, residents and employees.

Warsaw Traffic Safety Commission, during its meeting Wednesday, discussed parking surveys that were put together by downtown parking merchant subcommittee co-chairs and traffic commission members Cindy Dobbins and Mike Klondaris.

The subcommittee will be responsible for gathering information from merchants, employers, employees, residents and the general public on downtown parking.

City council members Diane Quance and Charlie Smith also will serve on the downtown parking committee.

This will be accomplished through public meetings and surveys.

With the assistance of the public, the group will identify issues concerning parking, develop potential solutions and build collaboration among merchants.

Dobbins said in the next 60 days she and the subcommittee will work to finalize the survey questions.

Warsaw Mayor Joe Thallemer said the goal is to have the surveys posted on the city’s website for visitors to provide input.

“The goal is for the subcommittees to provide workable information to the traffic commission on downtown parking through community input,” Thallemer said.

Public meetings also will be scheduled for the community to provide input on parking.

There also will be a downtown parking finance and policy committee led by city council members Elaine Call and Smith.

The group will have assistance from Scott Whitaker, Warsaw Police Dept. chief, and Mike Valentine, city attorney. Responsibilities for the group include expenses and revenues related to parking as well as policy recommendations.

The on-street parking committee is led by Kip Shuter, traffic commission administrator.

The on-street parking group will include Jeff Grose, Jerry Frush, Steve Foster and Kim Arnold. The group will discuss boundaries, identify additional issues including enforcement and give comments and recommendations.

The off-street parking and financial impact committee will be led by city planner Jeremy Skinner.

The group also will include Gary Salyer, Ron Robinson and Tim Dombrosky. The group will analyze the economic impact of parking, downtown resident parking and gather more data on public and private parking lots.

In other business, Shuter informed the commission he has spoken with Indiana Department of Transportation officials about Michiana Council On Government conducting traffic counts at Ind. 15 and Kincaide Street.

Klondaris said, at a previous commission meeting, that there are visibility concerns at the intersection.
