REQUEST FOR PROPOSALS BY THE TOWN OF PIERCETON, INDIANA FOR TRASH PICKUP AND DISPOSAL Notice is hereby given that the Town of Pierceton, Indiana, Box 496, Pierceton, Indiana 46526, Attention: Janet Castle, Clerk-Treasurer, is seeking requests for proposals for Trash and Garbage Pickup for the Town of Pierceton, Indiana. The Town is primarily seeking this proposal for residential pickup which does not include apartment complexes, except those that are duplexes. Currently, there are approximately seventeen (17) miles of streets within the Town with residences, and approximately four hundred (400) users. Currently garbage, trash and refuse pickup occurs once each week, and is limited to six (6) bags per household. Offerors are encouraged to submit proposals for the itemized pricing of the separate items of service the offeror would like the Town to consider and may submit alternate proposals. The Town would also like to receive proposals for service on a multi-year basis. All proposals are to be submitted to the Office of the Clerk-Treasurer of the Town of Pierceton, Indiana on or before 4:00 pm, November 23, 2009. Information about the exact number of users and similar information is available through the Clerk-Treasurer of the Town of Pierceton, Indiana. 1. The factors and criteria that will be used in evaluating the proposals are as follows: a. The methodology proposed to be used by the offeror; b. The history of reliability of the offeror in performing this service; c. The years of experience of the offeror in performing this service; d. The types of containers, if any, the offeror requires to be available by the user or proposes to be used for users; e. Whether the offeror proposes to furnish the containers to be used and whether that is an optional service or a required service; f. The chain of command for communication with the Town in establishing schedules, for notifying of changes in schedules when unusual circumstances occur; and g. The number of vehicles and number of employees currently used by the offeror, information provided by the offeror to provide the assurance of its reliability and capability to provide the service. 2. The relative importance of the factors are as follows: a. Price is one of the important factors but not necessarily the most important factor; b. Reliability and dependability of the offeror will be an important factor; c. Cleanliness, neatness and professionalism of the offeror's representatives when carrying out their duties within the Town are an important factor; d. The methodology to be employed is a significant factor. The proposal is not required to be accompanied by a certified check or other evidence of financial responsibility, but before a contract is let, a performance bond and proof of financial responsibility; i.e. non-collusion affidavits, compliance with Davis Bacon Act, proof of liability insurance, proof of workmen's compensation insurance, etc. may be required, and may be priced with both options. Discussions may be conducted with responsible offerors who submit proposals determined to be reasonably susceptible of being selected for award. As provided by I.C. 5-22-9-6 discussions may be conducted with and best and final offers obtained from responsible offerors who submit proposals determined to be reasonably susceptible of being selected for award, and the award will be made pursuant to the provisions of I.C. 22-9-7. Proposals will be opened in a manner so as to avoid disclosure of the contents to competing offerors during the process of negotiation and offerors will be accorded fair and equal treatment with respect to any opportunity for discussion and revisions of the proposals, but in conducting negotiations with an offeror, information from proposals submitted by competing offerors may be used in discussion if the identity of the offeror providing the information is not disclosed to others.
