NOTICE OF DETERMINATION TO CONSTRUCT AND FINANCE ADDITIONS AND IMPROVEMENTS TO THE MENTONE SEWAGE WORKS AND THE ADOPTION AND PURPORT OF THE ORDINANCE AUTHORIZING SAME Property owners, ratepayers and other interested parties in or to be served by the sewage works of the Town of Mentone are hereby notified that on April 5, 2010, the Town Council adopted Ordinance No. 10-412, thereby determining to construct additions and improvements to the Town's sewageworks consisting of the following: Creation of two SAGR (Submerged attached Growth Reactor) Cells including sacrificial wood perimeter walls, geo-membrane liner, washed aggregate bed, and equipment: associated concrete structures, sewer piping. air piping, and blowers, 20' x 32' CMU building with electric and plumbing: tablet chlorination system and sodium sulfite liquid solution dechlorination system including concrete contact tank containing diffusers; flume-type effluent flow meter and associated sensor, wiring, and chart recorder: compacted aggregate driveway; compacted aggregate driveway repairs: chain link fencing relocation: replacement of one lift station including demolition of existing structure; renovation of five lift stations; and emergency generator, pursuant to plans and specifications prepared by Bonar Group. consulting engineers of Indianapolis, Indiana. The total estimated cost of the project is $1,770,000. The Ordinance further directed that a portion of the cost of the project be financed by the issuance of revenue bonds in an amount not to exceed $1,170,000 which bonds will be payable solely from the net revenues of the sewage works. The bonds will be sold at a public sale pursuant to IC-5-1-11 at an interest rate not to exceed 7% per annum, and will mature semi-annually over a period ending no later than November 1, 2032. Copies of the plans, specifications, cost estimates and of the Ordinance are on file in the Office of the Clerk-Treasurer and are available for inspection by any interested parties during regular business hours. Objections to said project and the bonds may be filed in the time and manner provided by Indiana Code, Title 36, Article 9, Chapter 23. Dated this 6th day of April, 2010.
