Town annexes portion of 'Village'

SYRACUSE - Ordinances. Ordinances. Ordinances.
The Syracuse Town Council had a handful of ordinances before them Tuesday.
An ordinance annexing an area to Syracuse was unanimously approved Tuesday by the Syracuse Town Council.
The area is on the west side of Ind. 13 adjacent to the current southern town limits and is in part of an area known as "The Village."
In another matter, Kosciusko County Area Plan Commission Assistant Director Matt Sandy presented the town council with changes to the Kosciusko County Zoning Ordinance.
The ordinance changes address such items as communication towers, a hearing officer and other items. Syracuse needs to approve the changes because they have their own board of zoning appeals. The council approved the ordinance and it will take effect Jan. 1. Sandy said copies of the new zoning ordinances will be available soon.
In other business, the council:
• Approved an ordinance to promote and protect the public health, safety and general welfare, maintenance and removal of trees, shrubs and other plants and foliage within land publicly owned by the town.
• Tabled approval on an ordinance amending the regulation of taxicabs within the town.
• Approved an ordinance establishing a new town budget account for the Syracuse Paramedic Program Fund.
"It's going to be a very good school," said fire chief Larry Hunter.
The council also approved $7,600 for two Syracuse firefighters to participate in the school.
"By setting this up with the state," said Hunter, "we are now considered a training center here." He said the paramedic class will be the first ever taught in Kosciusko County.
• Approved lowering the town's deductible on their vehicle insurance from $1,000 to $500 for collision and from $500 to $250 for comprehensive. Town manager Brian Redshaw said it will save the town money.
• Town Marshal Tom Perzanowski reported they established a chaplaincy program for the officers.
He also said trick-or-treat hours will be Oct. 31 from 6 to 8 p.m. "All the police cars will be out that night," he said.
• "I'm proud to say that Ward Park is finally finished," said park superintendent Mike Hixenbaugh.
• Approved for Workman Drilling to put in a 12-inch well with a monitoring well for a cost up to $30,000.
• Approved Public Works Superintendent Kent Thielka's request to get quotes for a water rate survey.
• Approved up to $2,500 for aggregate materials, including sand and gravel.
• Approved Thielka's request for $1,429.98 for six tires for a dump truck used for plowing.
Thielka reported the street department will begin picking up leaves this week. The last day for brush pickup will be Oct. 30.
• Approved the advertisement of bids for a truck for the street department.
• Approved changing their meeting time indefinitely from 7:30 to 7 p.m.
