NOTICE OF REQUEST FOR VERIFIED STATEMENTS OF QUALIFICATION FROM DESIGN-BUILDERS FOR THE TIPPECANOE VALLEY SCHOOL CORPORATION WIND POWER PROJECT Notice is hereby given that Tippecanoe Valley School Corporation; Kosciusko County, Indiana (the "School Corporation") is requesting the submittal of Verified Statements of Qualifications from design-builders for the Tippecanoe Valley School Corporation Wind Project (the "Project") in accordance with Indiana Public Works Design Build Law (Indiana Code Section 5-30. as amended) The project will consist of the construction of one community turbine to be located within the school district, and used to power campus buildings as well as provide excess power generated to the grid. The Design-Builder's budget for the project is approximately $2,300,000, using Clean Renewable Energy Bonds with an anticipated "best value" basis award of contract date not later than December 13, 2010 and final completion prior to December 31, 2012. Each Design-Builder wishing to submit a Verified Statement of Qualifications must obtain a copy of the Request for Qualification, and a preliminary draft of the Request for Proposal, which may be obtained without charge from School Corporation's Design Criteria Developer by contacting: Daniel D. The Verified Statement of Qualification shall be delivered as outlined in the Request for Qualification to the Tippecanoe Valley School Corporation administration building located at 8343 South State Road 19; Akron, Indiana 46910-9303. Any Verified Statements of Qualifications submitted after this date and time will not be considered by the School Corporation. Potential design-builders shall demonstrate that they have appropriate experience with projects of similar size, scope, and function as well as be experienced in the design-build method. The design-builder shall satisfy all necessary licensing requirements, be in satisfactory financial condition, and shall demonstrate its ability to procure a payment and performance bond in the amount of its contract. The potential design-builder shall have sufficient staff and key project personnel necessary to perform the services required for this Project. The potential design builder shall not have been involved in an unusual number of litigation and dispute related claims. The potential design-builder shall have an adequate history of working or contracting with MBE's and WBE's on prior projects. In its Verified Statement of Qualifications, the potential design-builder shall advise of its: 1. Team experience with the facility or building type that is the subject of this project 2. Team performance record, including quality, schedule, and cost of each project 3. Proposed team composition, including the team's past experience in working together 4. Current capacity to manage the project. 5. Proposed key project personnel 6. Client references. The Tippecanoe Valley School Corporation Technical Review Committee (the "TRC") for the project will review the timely submitted Verified Statements of Qualifications and intends to identify no more than three potential design-builders considered to be the most highly qualified to design and construct the Project or as otherwise provided by Indiana Code Section 5-30-5-6, as amended. The TRC intends to complete the evaluation process by October 11, 2010 and intends to report the identification of the three most highly qualified design-builders to the Board of School Trustees. That upon this determination, the School Corporation intends to issue a Request for Proposals and Design Criteria Package to the most highly qualified design-builders in draft form on October 12, 2010, and following design-builder review and comment in final form on November 2, 2010. The qualified potential design-builders shall submit their qualitative and price proposals to the School Corporation by November 23, 2010, which will refer the qualitative proposals to the TRC for scoring. The TRC has established a rating system in order to determine the most highly qualified designbuilders that will be asked to submit proposals. The detail of such rating system is included in the RFQ however the rating system generally includes the following factors: (1) the design builder's experience; (2) the design-builder's financial and bonding capacity; (3) the design builder's managerial resources and management plan; (4) the design-builder's safety record; (5) the design-builder's past performance and capacity to complete the work in a timely and satisfactorily manner; (6) the design-builder's ability and history of providing excellent design & engineering, excellent workmanship in completed facilities; with satisfied clients. Cost-related evaluation factors are not considered by the TRC during this review. The rating system that will be subsequently used to evaluate qualitative proposals will be included in the Request for Proposal. The Board of Trustees of the School Corporation intend to receive the TRC rated qualitative proposals and open the price proposals and determine the adjusted price and best value prior to, December 13, 2010, then to award the design-build contract subject to successful negotiations of a final agreement. Questions from interested design-builders shall be submitted in writing to the School Corporation's Design Criteria Developer listed above. All answers will be distributed to design builders of record up to three days prior to the date the Verified Statement of Qualifications is due. Any design-builder who knowingly contacts any employee, School Board member or TRC member of the School Corporation during the formal qualification and selection process for this Project is subject to being disqualified.
