Syracuse Works On Industrial Park Issues

SYRACUSE - Some of the steps needed to keep the proposed industrial park in Syracuse on track were accomplished during Tuesday's town council meeting.

The council adopted a resolution authorizing the use of county economic development income tax. The resolution also briefly describes the capital improvement plan.

Under Indiana Code, a county unit has the authority to adopt and impose EDIT.

The capital improvement plan must identify and describe each funded project, estimate its total costs, identify the source of funding and list the planning, development and construction schedule of each project, for a period of no less than two years.

Section one of the resolution states the need for the industrial development, including the construction of the actual industrial park, infrastructure, utilities, and water and sewer lines, at a total estimated cost of $3,500,000. Time for the project will take in excess of three years.

The EDIT fund was established in 2000, and disbursement to Syracuse started in 2010 with $1,086,835. The fund will also be tapped for $156,034 in 2011 and 2012.

As part of the start-up process for this project, town manager Henry DeJulia discussed with council the need to conduct a Phase One Environmental Assessment. "This is a study where they go back in time to see what was on the land, using available records," DeJulia said. "They're looking at the history of the land. They're looking for two things primarily. One is, was there any petroleum or chemical leakage, and two, could there be a Native American burial ground there? Not finding these thing out in advance can halt a project."

Council approved the engineering firm of Wightman-Petrie to conduct the assessment, cost not to exceed $2,000.

DeJulia also brought a proposal before council from the London Widde consulting firm, in Indianapolis. The firm would be involved with some of the legal arrangements for the industrial park. Council approved hiring the firm, for a cost not to exceed. $21,250.

In police matters, Police Chief Tony Ciriello approached council about acquiring a new vehicle. The department's 2007 Crown Victoria was totaled during an accident on Jan. 28.

Ciriello was given approval to replace this vehicle with a 2011 Dodge Durango from Country Auto, Plymouth, at a cost not to exceed $25,997.

The problem of snow removal and whose responsibility it is regarding parking and sidewalks was discussed. Ciriello pointed out that clearing snow from sidewalks not only affects parking but raises liability issues. If a snow emergency were to be declared in town, police would have authority to regulate parking. State approval is needed in dealing with Ind. 13.

The need for a contingency plan during future blizzards was mentioned, and Ciriello responded that his department, along with the public works department and the town manager, were already discussing various ideas.

In other business:

n The council recommended the appointment of Marc Henn to fill the vacancy on the Turkey Creek Fire Territory Board. Henn will need final approval from that board before the position is finalized.

n The public works department was approved to purchase a vehicle lift unit from Greg Smith Equipment of Indianapolis, for $2,695.

n Public works was also approved to install two street lights in Forest Park.

n The Parks Department announced they are applying for a grant through the K-21 Foundation for $80,000 to help fund various projects in the coming year.

n Adult basketball has started on Sundays, 1 p.m. at the Community Center.

n Paula Kehr-Wicker and Jeff Nicodemus were appointed to the open positions on the park Board by council.

n Council approved claims for February, 2011, in the amount of $384,979.84.[[In-content Ad]]
