Syracuse Makes 2011 Appointments

Paul Stoelting will serve as council president for 2011, with Larry Siegel as vice president.
Tony Ciriello was re-appointed town marshal.
Jeremy Sponseller and Jerry Rifle were appointed to the tree board.
Don Cowan was appointed to the Board of Zoning Appeals.
Brad Jackson, Ernie Rogers, Siegel, Stoelting and Dan VanLue were all appointed to serve on the Syracuse Redevelopment Commission.
Fire territory appointees from the council are Bill Musser and Siegel, and Michael Reed was re-appointed as town attorney.
There were no park board appointments made for 2011. Parks Superintendent Chad Jonsson is in the process of gathering names of any one interested in serving on the board. For more information, call 574-457-3440 or 574-457-2693.
The council approved an ordinance allowing for a year-end bonus for a town employee, and an ordinance allowing for a salary increase.
Both of these ordinances were enacted specifically for Town Manager Henry DeJulia as a way for the council to show their appreciation for his work on the proposed industrial park.
"Henry has done a fantastic effort in pursuit of a $2.1 million grant for the town," said Brian Woody. "There were only three such grants awarded in the entire state. We really appreciate what he's done."
A resolution approved by the council authorized the clerk treasurer to make certain money transfers. This allows for funds appropriated for one category to be transferred so that the town's books can be balanced and closed for 2010.
The second resolution involved adoption of the Kosciusko County Multi-Hazard Mitigation Plan.
This plan is a basic requirement of the Federal Disaster Mitigation Act of 2000, and functions as a sort of gateway for federal disaster relief and hazard mitigation programs.
"It unlocks the door for federal funding under FEMA," said Ed Rock, Kosciusko County Emergency Management director. "The intent is to actually eliminate 'after-the-fact' costs."
Rock explained that under the plan, communities will be able to receive grants to improve or buy up properties in flood plains, install tornado waring systems, construct tornado shelters for areas where they are needed, and identify areas of infrastructure that could be damaged in a natural disaster. Rock used the levy in Syracuse as an example of such infrastructure that could be easily damaged.
"This helps to eliminate problems not only to the property, but to the people as well," Rock said. "Some of the grants and funds provide either 100 percent or 75 percent of funding, depending what program you're in. This plan does not lock you into spending. It unlocks the door for prevention funding."
The council approved $962,191 as the 2011 water department budget (a 2-percent increase from 2010), and $775,862 for the waste water budget (a 17-percent decrease).
The utilities department also was approved to contract Gerig-Ottenweller from Fort Wayne to install a bar screen system in the water plant, with the cost not to exceed $9,970, and $19,995 for G&G Hauling and Excavating from Warsaw to perform pipe and valve installation.
In other business:
- The Chamber of Commerce Awards Dinner will be at the community center Jan. 25. Cash bar opens at 5:30 p.m., with dinner at 6:30.
- Jonsson presented the current park board with a new rental agreement for the community center. The new agreement sets the rental hours from a specific time to a full day. Renters now have to end their events by 11 p.m. and have clean-up, etc., completed by midnight. The park board approved this agreement.
- The police department was approved to purchase 10 new video cameras for their squad cars for $3,235, including shipping.
- The clerk's office was approved to purchase an envelope folder-inserter for water billing use for $1,525.
- Payment of claims for December 2010 in the amount of $461,078,50 was approved.
